HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 13-00390 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT THE FOLLOWING GRANT ENTITLED: "THE FISCAL YEAR 2012 SAFER GRANT", AWARDED BY THE DEPARTMENT OF HOMELAND SECURITY PREPAREDNESS DIRECTORATE, THROUGH ITS OFFICE OF GRANTS AND TRAINING, IN AN AMOUNT NOT TO EXCEED, $3,682,224, FOR THE 2012 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT PROJECT, AND FOR THE HIRING OF TWENTY-SIX (26) NEW FIREFIGHTERS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE OF SAID AWARD, SUBJECT TO THE TERMS AND CONDITIONS OF THE GRANT APPLICATION. WHEREAS, in an effort to improve the City of Miami's ("City's") compliance toward the National Fire Protection Association ("NFPA") Standards, the Department of Fire -Rescue has a strong interest in increasing the number of firefighters to be assigned throughout the City's districts; and WHEREAS, since 2005, Staffing for Adequate Fire and Emergency Response ("SAFER") has awarded more than a thousand grants totaling more than $500 million to fire departments across the country to help to increase the staffing of front line firefighters; and WHEREAS, the SAFER grant is designed to assist fire departments to meet the minimum standards of the NFPA, increasing the cadre of firefighters and enhancing the ability to obtain twenty-four (24) hour staffing, thus assuring that the community has adequate protection from fire and -fire related hazards; and WHEREAS, the grant will allow the City to increase the number of firefighters assigned strategically throughout the City to enhance the quality of service to the community and to assist in improving the City's compliance with NFPA standards; and WHEREAS, SAFER grants are administered by the Department of Homeland Security ("DHS") Preparedness Directorate through its Office of Grants and Training, in cooperation with the United States Fire Administration, also within the Preparedness Directorate; and WHEREAS, the Department of Fire -Rescue ("Fire -Rescue") was awarded the SAFER Grant and is requesting authorization to hire twenty-six (26) new firefighters in accordance with the terms and conditions of said grant; and WHEREAS, the amount awarded to Fire -Rescue is in an amount not to exceed $3,682,224, to be used for staffing; and WHEREAS, the term of said grant is March 9, 2013 to March 8, 2015; City of Miami Page 1 of 2 File Id: 13-00390 (Version: 1) Printed On: 4/9/2013 File Number: 13-00390 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized{1} to accept the Fiscal Year 2012 SAFER grant, awarded by DHS Preparedness Directorate, through its Office of Grants and Training, in an amount not to exceed $3,682,224, for the 2012 SAFER Grant Project, and for the hiring of twenty-six (26) new firefighters Section 3. The City Manager is further authorized{1} to execute the necessary documents, in a form acceptable to the City Attorney, for the acceptance of said award, subject to the terms and conditions of the grant application. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} APPROVED AS TO FORM AND CORRECTNESS:'' JULIE O. BRU CITY ATTORNEY /4n Footnotes: {1 } The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
