Hannon City Clerk DATE: SUBJECT REFERENCES: March 1.3, 2013 Fn.E Request: from Miami -Dade County Supervisor of Elections to change Runoff election date ENCLOSURES: (4) The City of Miami Charter Sec. 7 states,, "A general municipal election for the mayor and city commissioners shall be held on the first Tuesday after the first Monday in November in odd -numbered years. A runoff election for the mayor and city commissioners shall be held on the second Tuesday after the first Monday in November in odd - numbered years." We are in receipt of correspondence from Ms. Penelope Townsley, Supervisor of Elections for Miami. -Dade County, requesting that we change the date of our 2013 Runoff Election from November 12, 2013 to November 19, 2013. (Exhibit A) in her letter, Ms. Townsley states that by changing the date of the Runoff Election the Miami -Dade County Elections Department can help us meet our shared goals of a thorough, complete and accurate election process that would allow adequate time to: • Complete the processing of the General Election, • Update voter registration records, • Code, proof and test two different voting systems (optical scan and electronic), • Order, print, process and mail absentee ballots, • Give adequate time to voters to receive and return their absentee ballots, • H:ire and train personnel for early voting sites, if applicable, and for Election Day, • Deliver paper ballots and supplies to polling locations, • Reset, reprogram, and retest all election equipment, and. • Prepare for the state -mandated Logic and Accuracy Test (UA) and Post Election Audit. Pursuant to Florida Statute 100.3605 - Conduct of municipal elections,--- "(2) The governing body of a municipality may, by ordinance, change the dates for qualifying and for the election of members of the governing body of the municipality and provide for the orderly transition of office resulting from such date changes." The Miami -Dade County Elections Department provided us with an. estimate for a citywide general election and estimates for a citywide runoff election, and .District 3 and District 5 runoff Elections. (Exhibit: B) For early voting costs we also received an estimate of $3,200 per site per day. In the 2009 citywide election, we utilized 5 early voting sites and conducted early voting for 7 days. As is customary in past elections, we ask that your municipality move your run-off election in order to give the Elections Department the time that is required to properly prepare for such election and, in addition, give your voters the opportunity to take advantage of absentee voting. I strongly urge you to move your run-off election to be held a minimum of two weeks later, which would be on November 19, 2013. This would place your election on the same date as the other municipalities, Hialeah and Miami Beach. This request is being made due to the many steps involved in preparing for a municipal election, including: • Updating voter registration records • Coding, proofing and testing two different voting systems (optical scan and electronic) • Ordering, printing, processing and mailing absentee ballots Giving adequate time to voters to receive and return their absentee ballots • Hiring and training personnel for Early Voting sites (if applicable) and for Election Day • Delivering paper ballots and supplies to Early Voting sites and polling locations Resetting, reprogramming, and retesting all election equipment Preparing for the state -mandated Logic and Accuracy Test (L&A) and Post Election Audit EXHIBIT A Todd B. Hannon February 20, 2013 Page 2 It is a tremendous challenge for this Department to perform all of the procedures stated above in the one week timeframe that currently exists between your general and run-off elections. It is my understanding that you will be presenting this information to your council to consider extending the timeframe between elections to two weeks. I must reiterate that this is the minimum amount of time that is acceptable to carry out our mission and serve the voters of your municipality. My greatest concern is in regards to absentee voting. The short time period between elections may prevent voters from taking advantage of absentee voting and/or being able to successfully return the ballot to our office by the deadline. I know we share a common goal to ensure that your elections are thorough, complete, and accurate. With this in mind, I hope you and your council take this recommendation into consideration and schedule a minimum of two weeks between your general and run-off elections. I would like to remind you that F.S. 100.3605 stipulates that municipalities have the authority to change the date of their elections, a right that many municipalities have exercised in the past.
