A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "SUMMER
FOOD SERVICE PROGRAM FOR CHILDREN 2013" AND APPROPRIATING
FUNDS FOR THE OPERATION OF SAME, IN AN AMOUNT NOT TO EXCEED
$500,000, CONSISTING OF A REIMBURSEMENT GRANT FROM THE UNITED
STATES DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA
DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES DIVISION OF
FOOD, NUTRITION AND WELLNESS, TO THE CITY OF MIAMI'S ("CITY'S")
DEPARTMENT OF PARKS AND RECREATION FOR THE SUMMER LUNCH
PROGRAM FOR THE PROVISION OF LUNCHES AND SNACKS TO THE
PARTICIPANTS OF THE CITY'S 2013 SUMMER PROGRAM; AUTHORIZING THE
CITY MANAGER TO EXECUTE A SUMMER FOOD SERVICE PROGRAM
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ALL OTHER
NECESSARY AMENDMENTS, EXTENSIONS, AND MODIFICATIONS AFTER
CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARD FOR THE
PERIOD COMMENCING JUNE 10, 2013 THROUGH AUGUST 9, 2013.
WHEREAS, the City of Miami's ("City") Department of Parks and Recreation sponsors a Summer
Food Service Program for children which provides nutritional meals in conjunction with its
comprehensive recreational program; and
WHEREAS, the Florida Department of Agriculture and Consumer Services Division of Food,
Nutrition and Wellness ("FDACS"), with projected funds from the United States Department of
Agriculture ("USDA"), in the estimated amount not to exceed $500,000, provides grants to conduct a
summer food service program from June 10, 2013 through August 9, 2013 for children up to the age
of 18; and
WHEREAS, the City has applied for a FDACS grant this year and, if awarded, the FDACS grant
shall be an amount not to exceed $500,000, based on year 2012 figures and the reimbursement
rates of $3.14 per lunch and $0.73 per snack include the respective reimbursement rates for
operation and administrative costs; and
WHEREAS, through the Summer Food Service Program, the City will be able to serve
approximately 129,140 lunches and 129,140 supplements during the grant period starting June 10,
2013 and ending August 9, 2013; and
WHEREAS, an estimated amount not to exceed $500,000 will be received from the State for
Florida for carrying out said program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted
by reference incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
PROJECT TITLE: Summer Food Service Program for Children 2013
RESOURCES: Grant Reimbursements from the USDA through the FDACS $500,000
APPROPRIATION: Summer Food Service Program for Children 2013 $500,000
Section 3. This appropriation is contingent upon the approval of the City's application for said
grant by the FDAC.
Section 4. The City Manager is authorized{1} to execute a Summer Food Service Agreement
with FDACS, in substantially the attached form, and all other necessary amendments, extensions,
and modifications after consultation with the City Attorney, to implement the acceptance of and
compliance with the grant award for said purposes, for the period commencing June 10, 2013
through August 9, 2013.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{2}
Footnotes:
{1} The herein authorization is further subjected to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} if the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by the City Commission.
