Background Information: Security guard services are needed for various facilities citywide. On May 17'11, 2012, the Purchasing Department issued RFP No. 295279 with responses due to the Office of the City Clerk by June 18°, 2012. As required by the City's Procurement Code, the RFP was advertised and issued online. A total of fifteen (15) proposals were received, and eight (8) of these proposals were deemed responsive and responsible in accord with the RFP's terms and conditions. The Committee appointed by the City Manager met on January 8'1i, 2013 for review and evaluation of tho proposals and, based on the RFP's requirements, recommended that the City Manager negotiate and execute a PSA with the highest ranked firm of Kent Security Services, Inc. Should negotiations fail with the highest ranked firm, the Committee further recommended that the City Manager be authorized to negotiate- and execute a PSA with the second highest ranked firm of Security Alliance, LLC. Should negotiations fail with the second highest ranked firm, the Committee further recommended that the City Manager be authorized to negotiate and execute a PSA with the third highest ranked firm of P.C. Security, Inc. d.b.a. Platinum Group Security. Should negotiations fail with the third highest ranked firm, the Committee further recommended that the City Manager be authorized to reject all proposals and issue a new RFP solicitation.
