Evaluation Committee Chairperson DATE : SUBJECT: January 10th, 2013 FILE : Recommendation of the Evaluation Committee for RFP No. 295279 for Security Guard Services Citywide REFERENCES: ENCLOSURES: As Chairperson of the Evaluation Committee ("Committee") for the above referenced services for the City of Miami, it is my responsibility to offer the findings and recommendation of the Committee. On May .17th, 2012, the City issued RFP No. 295279 for Security Guard Services Citywide. On the Closing Date of June 18th, 2012, a total of fifteen (15) proposals were received by the City Clerk's Office, and eight (8) of these proposals were deemed responsive. On January 8th, 2013, the Committee, appointed by the City Manager, met and was comprised of the following individuals: 1. Jose Rodriguez, Police Department Commander, City of Miami (Chairperson) 2. Marcos Osorio, Fire Department Deputy Chief, City of Key Biscayne 3. Jennifer Ramirez, General Services Administration Director's Assistant, City of Miami 4. Jose Gell, Executive Officer, Bayfront Park Management Trust 5. Karen Cartwright, Resident and Community Activist Thereafter the Committee's discussion, deliberation, and evaluation of the responsive proposals received, the three (3) highest ranked firms were as follows: 1. Kent Security Services, Inc. (Total Numerical Points: 453.85, Ordinal Rank 1) 2. Security Alliance, LLC (Total Numerical Points: 404.10, Ordinal Rank 2) 3. P.G. Security, Inc. d.b.a. Platinum Group Security (Total Numerical Points: 402.65, Ordinal Rank 3) Concerning the same, the Committee recommends that the City commence contract negotiations with the highest ranked firm of Kent Security Services, Inc. Should contract negotiations fail with the highest ranked firm, the Committee further recommends that the City commence contract negotiations with the second highest ranked firm of Security Alliance, LLC. Should contract negotiations fail with the second highest ranked firm, the Committee further recommends that the City commence contract negotiations with the third highest ranked firm of P.G. Security, Inc. d.b.a. Platinum Group Security. Should contract negotiations fail with the third highest ranked firm, the Committee further recommends that the City reject all proposals and issue a new RFP solicitation. Upon successful contract negotiations, the recommendation from the City Manager to the City Commission seeking permission to authorize and execute the professional services agreement will be presented at the next available Commission meeting.
