The City of Miami ("City") needs to expedite the expenditure of Community Development Block Grant ("CDBG") Funds to comply with its timeliness ratio. There is a need for Commercial Facade and Code Compliance rehabilitation within the City, but many business owners donot have the matching funds necessary to participate in these programs. The Administration recommends the adoption of the revised Commercial Facade and Code Compliance Program Policies to increase the dollar limitation for facade repairs of a single business project from $10,000 to $20,000 and to place a moratorium on the business owners' contribution until the administration considers it appropriate to lift such moratorium'.
