Attached please find the public hearing notice for a waiver of the recruitment for competitive sealed
bidding procedures for procurement of Orpak USA, Inc.'s Fuel-O-Pass rings and Data Pass units, the sole
source provider of this product, for the Department of General Services Administration. This item is
scheduled for the Commission Meeting of /%% UO 3.

CITY OF MIAMI, FLORIDA
NOTICE TO THE PUBLIC
A public hearing will be held by the City Commission of the City of Miami, Florida on March 28,
2013 at 9:00 a.m. in the City Commission Chambers at City Hall, 3500 Pan American Drive,
Miami, Florida, for the purpose of waiving the requirements of obtaining sealed bids for the
procurement of the proprietary software for the SiteOmat Fuel Management System — the
upgraded version of the end -of -life (EOL) RNI-2000 Fuel Management System currently used by
the City, manufactured by "Orpak USA, Inc.", with headquarters located at 100 First Street, Suite
200, Hackensack, NJ 07601, and distributed and serviced by its sole provider for the City, AHA
Electronic & Fuel Systems, Inc. — as -well as for the maintenance and technical support for the
same.
Inquiries from other potential sources of such a product who feel that they might be able to satisfy
the City's requirement for this item may contact Pablo Velez, City of Miami Department of
Purchasing, at (305) 416-1904.
All interested persons are invited to appear and may be heard concerning such proposed
acquisition. Should any person desire to appeal any decision of the City Commission with respect
to any matter considered at this hearing, that person shall ensure that a verbatim record of the
proceedings is made, including all testimony and evidence upon which any appeal may be based
(F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at (305)
