USA, Inc.

This memorandum serves to request that you approve a finding that Orpak USA, Inc. located at 100 First Street, Suite
200, Hackensack, NJ, 07601, is the sole source provider for the Fuel-O-Pass rings and Data Pass units.
The Fuel-O-Pass rings and Data Pass units are fitted to all City Fleet vehicles managed by the GSA Department as a
means of monitoring vehicle maintenance needs based on mileage usage reported by the system. More importantly,
this system allows for the safe dissemination of fuel to said City vehicles without the threat of theft from unauthorized
vehicles as our fuel pumps will not dispense should the ring not be identified by the system. Additionally, the system
allows management to monitor and manage vehicles by activating and deactivating fueling capabilities to ensure City
vehicles aren't operated well passed mileages that require services to ensure maximum engine longevity and
performance. This proves to be especially important as it relates to the City's newly established trolley system, where it
is imperative to not only monitor vehicle maintenance but that the isolation of fuel consumption be precise since these
costs are charged back to accounts that are supported by half cent sales tax dollars that are specific to this operation
without the threat of comingling costs of other operations.
Though currently, the General Services Administration does contractually employ a similar system as part of its
operations with Orpak USA, Inc., the system is no longer supported or manufactured as a result of its obsolescence. An
example would include the requirement of the new system to have vehicles hard wired to gather and transmit data,
where the new Fuel-O-Pass rings are built with wireless technology that allows fleet vehicles to have this system
installed without any alteration to the vehicles electrical systems. Thus, it is therefore respectfully requested that you
approve a sole source finding for Orpak USA, Inc.
