To propose an amendment to Chapter 18/Article VII/Sec 18-298 Entitled "Finance/Stormwater Utility
Fees and Fund" changing the exclusive use from the department of public works to the stormwater
management system.
Background Information:
The city is authorized by the provisions of F.S. ch. 166 and the Florida Constitution to construct,
reconstruct, improve and extend stormwater utility systems. In FY 2002-03 the Stormwater Utility
Revenue was moved from the Special Revenue Fund to the General Fund as per the adopted budget.
That has been the practice since. The actions taken to improve and maintain the stormwater utility
system encompasses various departments (Public Works, Solid Waste, General Services
Administration and Fire -Rescue). It is recommended that the ordinance be amended to recognize the
current practice and comply with GASB regulations. This item passed 3-1 on first reading at the
February 14, 2013 Commission meeting.
