This letter shall serve as the Applicant's letter of intent in support of the application. The right of way that is the subject of the vacation request is approximately 13,025 square feet in size and is developed with a cul-de-sac that is a part of Curtis Lane in Coconut Grove (Exhibit A). This segment of roadway serves as the principal access to the home at 3500 Curtis Lane owned by the applicant. There are also two other residential lots with frontage on the cul-de-sac that are also owned by the Applicant. One of these lots is vacant and is a part of the main residence at 3500 Curtis Lane. The other lot is developed with a single family home. Accordingly, the area to be vacated is entirely surrounded by property under the ownership of the Applicant. Due to the fact that the main residence is considerably setback from Curtis Lane, the Applicant would like the ability to provide secured access where Rogers Road meets Curtis Lane. This condition invites loitering and speeding on the roadway. In fact, there have been accounts of this activity documented by the City of Miami Police Department (Exhibit B). The closure of this right-of-way would help provide better security for the neighborhood by prohibiting the entire length of Curtis Lane from being accessed by vehicles. In addition, the closure of this right-of-way would generate additional tax revenues and recognize the fact that the general public makes very little use of the roadway. Furthermore, the closure would recognize that there are no emergency vehicles, Fire Department services or utilities that require that this segment of Curtis Lane remain open. The Applicant obtained a tentative plat approval earlier this year wherein the Plat and Street Committee recognized these facts and unanimously recommended in favor of the Applicant's request to vacate the right-of-way.
