Subject: Resolution authorizing the City Manager to execute fifteen (15) Job Order Contracts (JOC).
Purpose of Item:
To authorize the City Manager to execute fifteen (15) Job Order Contracts (JOC), to provide maintenance
and construction services citywide on an as -needed basis for capital projects, allocating funds from
various Capital Improvement projects and departmental budgets, subject to budgetary approval at the
time of need. This Resolution further authorizes the City Manager to add or replace contractors on an as -
needed basis.
Background Information:
The Capital Improvements Program (CIP) identified a need to continue implementation of a Job Order
Contracting (JOC) system to achieve the timely and cost effective delivery of maintenance and
construction services for capital projects. CIP issued Invitation to Bid (ITB) No. 11-12-017 on April 10,
2012, soliciting JOC contracts for horizontal (right-of-way) and vertical (building) construction, and
thirty-three (33) bids were received on May 11, 2012. The JOC contracts will have an initial term of two
(2) years with the option to renew for two (2) additional one (1) year periods.
All JOC contracts provide a firm fixed price and a multiplier for an indefinite quantity of individual
construction projects upon which assignments are made to selected contractors based on quantities
derived from completed construction drawings. The City Manager and CIP recommend that the fifteen
(15) lowest responsive and responsible bidders identified in "Exhibit A", attached and incorporated, be
awarded contracts, for said purpose in the annual maximum capacities of $2,000,000 for horizontal
construction and $2,500,000 for vertical construction.
