A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE FIFTEEN (15) JOB ORDER
CONTRACTS ("JOC"), IN SUBSTANTIALLY THE ATTACHED FORM, TO PROVIDE
MAINTENANCE AND CONSTRUCTION SERVICES CITYWIDE, ON AN
AS -NEEDED BASIS, FOR CAPITAL PROJECTS; ALLOCATING FUNDS FROM
VARIOUS CAPITAL IMPROVEMENT PROJECTS AND DEPARTMENTAL BUDGETS,
SUBJECT TO BUDGETARY APPROVAL AT THE TIME OF NEED; FURTHER
AUTHORIZING THE CITY MANAGER TO ADD OR REPLACE JOC CONTRACTORS
ON AN AS -NEEDED BASIS.
WHEREAS, the Capital Improvements Program ("CIP") identified a need to continue the
implementation of a Job Order Contracting ("JOC") system to achieve the timely and cost effective
delivery of maintenance and construction services for capital projects; and
WHEREAS, CIP issued Invitation to Bid No. 11-12-017 on April 10, 2012, soliciting JOC contracts
for horizontal (right-of-way) and vertical (building) construction, and thirty-three (33) bids were
received on May 11, 2012; and
WHEREAS, the JOC contracts will have an initial term of two (2) years with the option to renew
for two (2) additional one (1) year periods; and
WHEREAS, all JOC contracts provide a firm fixed price and a multiplier for an indefinite quantity
of individual construction projects upon which assignments are made to selected contractors based
on quantities derived from completed construction drawings; and
WHEREAS, the City Manager and CIP recommend that the fifteen (15) lowest responsive and
responsible bidders identified in "Exhibit A", attached and incorporated, be awarded contracts, in
substantially the attached form, for said purposes in the annual maximum capacities of $2,000,000
for horizontal construction and $2,500,000 for vertical construction; and
WHEREAS, this Resolution furthers authorizes the City Manager to add or replace JOC
contractors on an as -needed basis;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized{1} to execute fifteen (15) JOC contracts, in
substantially the attached form, to provide maintenance and construction services Citywide, on an as
needed basis, for capital projects, with funds allocated from various Capital Improvements projects

and departmental budgets, subject to budgetary approval at the time of need.
Section 3. The City Manager is authorized{1} to add or replace JOC contractors on an as -needed
basis.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
