A GPO is a cost savings vehicle available to participating members. The purpose of a Group Purchasing Organization (GPO) is to leverage Purchasing strength through membership in order to acquire goods and services at lower prices. GPO's are not resellers, but rather contract negotiators. GPO members are entitled to purchase through these negotiated contracts. Q. Are GPOs successful in other industries? Why hasn't anyone marketed this to fire departments before? GPOs are very successful in both the healthcare industry and industries where rival companies utilize similar raw materials, such as chemical manufacturing. In the healthcare industry, it is estimated that 72% of hospitals purchase through GPOs, with annual GPO spending topping $1.80 billion in 1999 alone. Because the Fire Service is made up of public entities, they have primarily used government based purchasing programs such as GSA. The FireRescue GPO is a new concept offering an alternative for all fire and emergency services agencies. Q. I don't understand how the FireRescue GPO service works; could you briefly explain it? The FireRescue GPO negotiates contracts directly with vendors, Once you are registered with the FireRescue GPO, you can purchase directly through the vendor while utilizing the savings the FireRescue GPO has negotiated. it is simple and fast. The FireRescue. GPO is here to answer any questions y0U have, negotiate contracts on your behalf, and act as a general advocate for purchasing within the fire service. Q. Q. Are there minimum purchasing requirements for the FireRescue GPO service? -there are no minimum purchasing requirements. Q. Do 1 bUy directly through the FireRescue GPO? No, the FireRescue GPO does not warehouse or sell any products or services to our members. We simply facilitate access to special contract pricing for our rnembers. Your department will purchase directly with our contract vendors andlor manufacturers. Q. How can I be sure that I will save money? We encourage you to compare our pricing to that of your current vendors or other potential vendors to ensure we are providing our members with the lowest- pricing possible. If you find a lower price, please contact us so we can revisit our contract and change it accordingly. Q. How is the FireRescue GPO supported? The FireRescue GPO negotiates an administrative fee with our vendors to cover operating expenses that in turn allow us to provide our service free of charge and to give back to the fire service. This is the same way that many government contract programs are supported such as GSA. Q. Does the FireRescue GPO satisfy the bidding requirements of my state? FireRescue GPO offers two types of contracts. .i. Publicly Awarded Contracts:The FireRescue GPO's Competitively Bid Agreements are publicly solicited and awarded through a Request for Proposal (UP) issued by a Lead Public Agency. The FireRescue GPO serves as a nationwidec channel to offer awarded agreements to the Fire Service, The FireRescue GPO's Publicly Awarded Contracts are established through the following process: • The Lead Public Agency prepares an RFP, incorporating the required cooperative purchasing language that allows fire departments across the nation to access (pigayback) the contract. • Suppliers respond to the RFP and the Lead Public Agency evaluates and awards the Master Purchase Agreement. • FireRescue GPO members can review all documents online and access contract pricing by signing the Intergovernmental Cooperative Purchasing Agreement M(A). https://www.firerescue-gpo.com/myNPP/faq.xhtml 2/5/2013 FireRescue-GPO Page 3 of 3 Q. • Our competitively bid process. is consistent with AFG guidelines. Non -Publicly Awarded contracts: These contracts have been competitively negotiated by the FiretRescue GPO, but do not satisfy the public notice requirements of an RFP. Members may purchase off these contracts up to their state or local threshold limits. in addition, members may use these contracts as one of three bids in those jurisdictions that have an informal or intermediate bidding process.
