ENCLOSURES:
During the February 28, 2013 City Commission Meeting, Commissioner Francis Suarez requested
that I provide him with a synopsis of the police technology the Miami Police Department is
currently exploring. The following is an outline of those technologies, along with the pros and
cons for each.
ShotSpotter:
ShotSpotter is a gunfire locator system that detects and conveys the location of gunfire or other
weapon fire using acoustic, optical, potentially other types of sensors.
Benefits:
o Pinpoints actual location of gunshots.
o Can be used to recover potential evidence,
o Alerts us to potential gunshots, not reported by other means.
o Can distinguish between single or multiple gunshots and/or identify the type of
weapon fired.
o Potential officer safety tool. Although officers may hear shots being fired, they
may now know more specifically from where they are being fired.
Negatives:
o High cost for small area of deployment.
o Expensive to expand.
o Increase in amount of "shots fired" calls for service:
▪ Vendor advises our number of calls for service re: gunshots would
increase by over 100%.
Officers would be diverted from calls to "shots fired" calls for service.
High potential for cross -dispatching into troubled areas due to higher call
volume, leaving other areas under -policed.
o Unimpressive success rates in Oakland (CA), Boston (MA), and Rochester (NY)
and low department satisfaction ratings in Detroit (MI), Trenton (NJ), Troy (NJ),
and Broward County.
o Does not detect gunshots fired indoors.

Cost Considerations:
o Recent quotes:

Fixcd or Mobile Automated License Plate Readers (ALPR):
Automated License Plate Readers deliver the ability to read, catalog, and check vehicle license
plates against numerous databases containing stolen vehicles, warrants, amber or silver alerts,
and other important notifications or alerts.
o Benefits:
o Can be deployed:
• Fixed Site Permanent
• Fixed Site Temporary
• Vehicle Permanent Installation
• Vehicle Temporary Installation (Pelican Case & Magnetic Mounts)
• Covertly such as in traffic sign trailers
o Can read, check, and verify over 1,800 license plates per minute.
o Provides real time alerts and intelligence.
o Can be used prior to special events or tactical situations to catalog all vehicles in a.
particular area.
o Can provide investigative leads as to cars in certain area at specific date & time.
o Works in low or poorly lighted areas and varying weather conditions.
o Can be easily and cost-effectively expanded.
o All data can be mapped, analyzed and reported against.
o Alerts can be pushed to the Dispatch Center and directly to officer's laptops.
Negatives:
o Database grows exponentially with potentially several million records stored per
month.
o Needs to be monitored for alerts.
o Information needs to be disseminated in a timely manner.
o Optical recognition not 100% accurate.
o Potential for false positives, especially with out of state alerts or transposing
letters and numbers.
o Network backhaul could incur costly reoccurring monthly charges.
• Cost Considerations:
o Fixed Location:
• Recent quote: $40,000 - $65,000 per site depending on degree of
installation, availability of existing poles, electricity, etc.
• Requires reoccurring monthly costs for network connectivity ranging from
$30 per month to over $1000 per month per site.

o Mobile Installations:
B Recent quote: $55,086 for 3 mobile units, server, necessary software,
maintenance, and installation.
Predictive Policing Analytics:
This technology aggregates and analyzes crime activity and incident patterns in order to provide
predictions as to where and when similar crime activity could potentially occur.
• Benefits:
o Can be used to:
• Intelligence led policing
Crime forecasting
Criminal behavior analytics
Force deployment decisions
▪ Investigative Aid to improve closure rates on unsolved or open
investigations.
o Can aggregate and nnilyze structured (databases) and unstructured data (e.g.,
Word, pdf, and Excel)
o Can compare agency crime data again external data:
• Historical Weather
Social Media (Twitter, Google+, Facebook)
• School Calendars
Social Services Data
Jail and Probation Release Records
Sexual Offender Registry
o Can generate real time alerts based on pattern recognition.
o Plenty of grant opportunities,
o Success stories in Miami -Dade, Baltitnore, Memphis, & New York
• Negatives:
o Requires investments in money and time.
o Requires dedicated personnel with right skills to build and validate predictive
models.
o Cost Considerations:
o Recent Quotes: $255,000 to $562,000 based on number of connected databases,
users, and licenses that are required.
o Requires fuJi time, dedicated analysts to build and validate predictive models.

Closed Circuit TV (CCTV):
CCTV cameras may be installed in strategic locations that may be remotely monitored and/or
recorded for real time crime monitoring or investigative use.
• Positives:
o CCTV Cameras have been proven effective in reducing crime when deployed to
specific locations.
o Provides the ability to conduct a virtual arrival when tied with NG911 or Modem
Camputer_Aided_Dispatch_Systems
• Allows cameras to automatically pan & tilt in direction of emergency.
Allows camera operator and/or dispatch personnel to provide real time
data to first responders.
Provides ability to increase or decrease response level based on real time
information.
o When installed with video analytics, can detect and alert to unusual objects in the
camera's field of view.
o Recorded video can be used to aid in investigations.
o Allows high -risk terrorist targets to be monitored remotely.
o Can be installed in plain sight to deter crimes, or covertly.
Negatives:
o Costly to expand.
o Each additional camera requires storage and backhaul networking.
o Too many cameras not practical to monitor.
o Camera operators need training and can potentially suffer video fatigue.
Cost Considerations:
o Recent quote: $360,000 for 21 cameras, video server, video backhaul, software,
maintenance, etc.
o Requires monthly reoccurring charges for video backhaul to server.
Mobile Automated Fingerprint Identification System (AFIS):
This technology allows investigators to positively confirm the identity, or be alerted to warrants,
of suspects who attempt to conceal their identity through the use of fingerprint identification
technology.
• Positives:
o Allows for real time identification of suspects in the field through the use a
mobile fingerprint reader that is connected to a laptop or handheld mobile
computer.
o Investigators can determine if a suspect is concealing their identity or if they have
any outstanding warrants.
o Excellent officer safety tool as the investigators can positively identify with
whom they are interacting.

o Investigators can determine the identity of deceased persons during a homicide
investigation or other unusual circumstances.
Negatives:
o Strict policies on when they may be used.
o Requires expensive hardware.
o Requires mobile connectivity (Reoccurring monthly costs).
o Only useful if the suspect has fingerprints on file.
• CM -Considerations:
o Recent quote: $20,890 for 10 mobile fingerprint devices and necessary software.
o Requires a separate laptop or handheld mobile device to function.
o Requires reoccurring monthly cellular air card connection.
