FROM BUILDING BETTER COMMUNITIES GENERAL
OBLIGATION BOND PROGRAM PROJECT NUMBER 249 —

EXPANSION OF HOME OWNERSHIP" TO FUND
DEVELOPMENT OF AFFORDABLE HOUSING COMPONENT OP
GIBSON COMMUNITY AND EDUCATION CENTER IN
DISTRICT 7
WHEREAS, pursuant to Resolution No. R-918-04 (the "Affordable Housing
Resolution"), the voters approved the issuance of general obligation bonds in a principal amoun
not to exceed $194,997.000 to construct and improve affordable housing for the elderly and
families; and
WHEREAS, Appendix A to the Affordable Housing Resolution lists projects eligible
for funding from the Building Better Communities General Obligation Bond Program (the
"BBC Program") by project number, municipal project location, BCC district, project name,
project description, street address and allocation; and
WHEREAS, one of the pmjects listed in Appendix A to the Aff
Resolution and approved by the voters for funding is Project No. 249 — "Preservation
Affordable Housing Units and Expansion of Home Ownership" with an original allocation
$137.7 million ("Project No. 249"); and
WHEREAS, there is a need for the development of affordable housing in District 7;
WHEREAS, this need may be satisfied in part through the proposed development o
new 4-story residential development with approximately 60 units of affordable housing for
and moderate income persons and Riding, to be sited in Coconut Grove Villarifi West at 36 9

Grand Avenue and 3632 Florida Avenue, Miami, Florida (the "Gibson Community Can
Project"); and
WHEREAS, the development of the Gibson Community Center Project is
collaboration between the Theodore R. Gibson Memorial Fund, the Coconut Gro
Collaborative, Inc, Pinnacle Housing Group and the University of Miami School of Educatio
and
WHEREAS, the Gibson Community Center Project may also loci
improvements such as a community rooms, a daycare, an ice cream shop, computer rooms,
multipurpose moms an the site and
WHEREAS, ibis Board wishes to approve the allocation of $8.5 million from
No. 249 to fund the development of the affordable housing component of the Gibson Communl
Center Project in District 7, subject to Board approval of all necessary agreements,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COU
COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The foregoing recitals are incorporated in this resolution and are appruv

million allocated for BBC Program Project No. 249 —"Preservation of Affordable Housing Uni
and Expansion of Home Ownership" to fund the development of the affordable b

We the people(citizens) in this community deserve Justice without the "In".
I owe an apology for not responding sooner but I have found that emotions may at times have a
distorting impact when its only the truth you want to be understood.
Well wonderful people I do have news to report about the proposed development on Grand Avenue,
North Side between Plaza and SW 37 Avenue (Douglas Road) that the County has listed as GENERAL
OBLIGATION BOND SITE: #73392.
I will have to address the location as such in this transmission, because I reject the idea that Mrs. Gibson
is aware of the negative provisionary impact this project will have as it is currently proposed. Let's take
this piece by piece.
For a number of years Dade county has been sitting on 11 million dollars allocated to the state of Florida
by the Federal government for the purpose of assisting local governments in improving the quality of
life for the citizens in blighted communities that local governments did not possess funding to do so
themselves, and the community labeled West Grove, is one of those communities. I am in need of
understanding why it is stated by Commissioner Suarez in the CGMA meeting dated December 3, 2011
Commissioner Suarez Stated 2.5 million dollars of the llmillion that should be working for building
better communities would be contributed to a local developer to assist the developer with sewer upgrade
on their for profit project
The application used to obtain Federal funding for the Gibson project was for 62 (sixty two ) units
From the Office of Capital Improvements, the foundation for the distribution of these funds clearly
Identify its purpose being for,
Project Title: 249-Preservation of affordable housing units and Expansion of Home Ownership.
Project Description: Increase the number of affordable housing units in the county (375-450) units and
provide first and second mort. ages to low to moderate income families as a means to expand home
ownership opportunities (400-500 Loans)
The federal Government our local economy and communities will only move forward with the
expansion of the middle class and Home ownership is only one of many tools that can be used to obtain
the desired outcome. The intended purpose for GOB funds were intended to assist with the improvement
and living conditions of the citizens living in blighted communities but the manner in which these
dollars are being used will make it impossible for the residents to remain.
WGHOTA: Has representatives
The Coconut Grove Ministerial Alliance Has a Spokesperson for the pastors who have chosen
Coconut Grove to be the place for their ministry.
The Community Action and Human Services Agency formally "Co unity Action Agency" has
spokes persons for the agency.
The Collaborative is said to be a non-profit organization in this community that works with Developers
and Investors whose presence is simply to take full advantage of this community blighted condition for
profit, and will make life more difficult for its current residents.
The residents (more than 200) in this community, has authorized or permitted me to represent their
interests and concerns and my integrity does not permit me to compromise this mission and any
agreement that is not in the best interest of all parties is ample reason for an open format with all
concerned parties present; what is in the best interest of the people is and will remain the sole purpose
for my concern because the citizens deserve trustworthy representation.
