A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE
PROCUREMENT OF SERVICES FROM THE GORDIAN GROUP, INC., FOR THE
CONTINUATION OF THE JOB ORDER CONTRACTING SYSTEM, UTILIZING
EXISTING CITY AND COUNTY OF SAN FRANCISCO AIRPORT COMMISSION
CONTRACT SOLICITED PURSUANT TO REQUEST FOR PROPOSALS NO. 9082,
TO BE USED CITYWIDE ON AN AS -NEEDED BASIS, UNTIL AUGUST 26, 2014,
WITH AN ADDITIONAL THREE (3) YEAR RENEWAL OPTION, IF APPROVED BY
THE CITY AND COUNTY OF SAN FRANCISCO AIRPORT COMMISSION, IN A
TOTAL CONTRACT AMOUNT NOT TO EXCEED $1,000,000; ALLOCATING FUNDS
FROM VARIOUS CAPITAL IMPROVEMENT PROJECTS.
WHEREAS, the City of Miami's ("City's") Administration had previously identified a need to
implement a Job Order Contracting ("JOC") system to achieve the timely and cost effective
procurement of maintenance and construction services for capital projects and in 2011, the City had
entered into a piggyback agreement from the City of Fresno for the JOC system with The Gordian
Group, Inc. ("Gordian"); and
WHEREAS, the current remaining contract balance will not be sufficient to continue the
implementation of the JOC system; and
WHEREAS, on August 7, 2012, the City and County of San Francisco Airport Commission
executed a contract with Gordian for the establishment of a JOC system pursuant to Request for
Proposals ("RFP") No. 9082, effective until August 26, 2014, with an additional three (3) year renewal
option, if approved by the City and County of San Francisco Airport Commission; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as amended, the
City is seeking to piggyback with the same terms, conditions and prices, upon the contract for the
procurement of services from Gordian for the continuation of the JOC system; and
WHEREAS, the Chief Procurement Officer has determined that the City and County of San
Francisco Airport Commission contract was entered into pursuant to a competitive process in
compliance with City laws, policies and procedures;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The procurement of services from Gordian, for the continuation of the JOC system,
utilizing existing City and County of San Francisco Airport Commission contract pursuant to RFP No,
9082, to be utilized Citywide on an as -needed basis, until August 26, 2014, with an additional three (3)
year renewal option, if approved by the City and County of San Francisco Airport Commission, in a

total contract amount not to exceed $1,000,000, is approved, with funds allocated from various Capital
Improvement Projects.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
