conducted an investigation to determine whether Motorola Solutions, a Non -Local vendor, located
at 7237 Church Ranch Blvd., Suite 406, Westminster, CO 80021 is the sole -source provider of an
interface between the Department of Police ("Department") Motorola Infotrak Law Records
Management System (LRMS) and Miami -Dade County's ("County") Thinkstream A -Form
Automation Solution.
Pursuant to Resolution No. 12-0170, adopted April 26, 2012, the City of Miami entered into an
agreement with Miami -Dade County in order to accept a grant and appropriate funds in the
amount of $31,101. This grant serves as a reimbursement for implementing an automated arrest
affidavit system that will interface with the Department's existing LRMS system and the County's
Thinkstream A -Form Automation Solution.
The objective of the project is to expedite the booking process by having arrest information
available at the correctional/detention facilities by the time the Officer arrives with the arrestee by
automating the arrest affidavit (A -Form) for those agencies that utilize a paper arrest affidavit or by
collecting data from existing automated solutions.
Motorola Solutions, as the exclusive manufacturer and provider of the Infotrak LRMS System,
does not have authorized service providers that are authorized to develop program code in support
of an interface between the Department's LRMS system and the County's Thinkstream A -Form
Automated Solution. As such, issuing a competitive solicitation (Invitation for Bid or Request for
Proposals) for this procurement wouldn't be practical for the City. In accordance with Section 18-
92(a)(3) of the City of Miami Procurement Ordinance, "sole -source awards may be made [...]
Where the unique and specialized expertise of one source of services is unlikely to be obtained
from any other source."
Accordingly, pursuant to Section 18-92 of the Code of the City of Miami, I am recommending that
the requirements for competitive bidding be waived, and these findings be approved: Motorola
Solutions, a Non -Local vendor, located at 7237 Church Ranch Blvd., Suite 406, Westminster, CO
80021 is the sole -source provider of an interface between the Department's Motorola Infotrak Law
Records Management System (LRMS) and the County's Thinkstream A -Form Automation
Solution. The terms and conditions of the award have been negotiated so as to obtain the most
favorable terms and conditions, including price, as may be offered to other customers or clients by
Motorola Solutions. The initial payment of $31,101 includes the creation of the interface,
implementation/installation, and one (1) year of warranty, with funds allocated from Project No. 19-
199990, Award: 1855, Account No. 12000.191602.664000. Funds. will also be allocated from
Account No. 00001.191501.546000 for an annual maintenance payment, commencing in Year (2),
for four (4) years, in the estimated amount of $2,000.
