In ^ddition, attached please find a package labeled "Homicide Offenders" that contains the addition of six more individuals charged with murder. Provide Report on Programs Available to Rehabilitate Offenders under Age of 18: In response, attached please find a package labeled "Juvenile Rehabilitative Programs." JM:MO:mp Attachments (3) Assault Offenders Arrested: Defendant is a juvenile Arrest Date: 05/25/2012 Arrest Location: 400 NW 2nd Avenue (turned himself in) Shooting Location: NW 5th Avenue and 19th Street. On Friday May 18, 2012, City of Miami Police Officers responded to NW 3"' -avenue and 19th street reference a male shot. Upon arrival, officers found the victim laying on the ground bleeding from several 'gunshot wounds. Fire recue #5 responded and transported the victim to Jackson Memorial Hospital Ryder Trauma Center, where he was in "critical" condition and was then taken in for emergency surgery. Officers on the scene contacted a witness who said that the defendant approached the victim with a gun and shot him several times. As the victim was falling, the offender continued shooting the victim. Once on the ground, the defendant stood over the victim and shot him several more times. The witness yelled at the defendant to stop and the defendant fled through the apartment complex. The witness was shown several picture identification cards and positively identified the defendant. The defendant was located and arrested on May 25, 2012. Note: This is the only arrest the Defendant has. Judge: Fajardo, Ariana State Attorney: Earley, Tanya Status : Case was transferred out of Juvenile court into Circuit court. Defendant was adjudicated an adult. The case was filed on 06/15/2012 and is scheduled for trial on 02/11/2013. Case #: F12014986 Current Arrest Charge: 1st Degree Attempted Murder Arrested: Jordan, Jamar Anton 09/09/1992 * arrests prior to 09/09/10 were juvenile arrests. Arrest Date: 09/27/2012 Arrest location: NW 15 Avenue and 119th Street. Shooting location: 350 NW 13th Street (Gibson Park) On September 07, 2012, Officers responded to Gibson Park in reference to multiple people shot. Officers located 3 victims that were suffering from gunshot wounds. All victims were transported by fire rescue to Jackson Memorial Hospital. On September 8, 2012 all three victims were presented a black and white six person line-up. All victims positively identified the defendant ( Jordan, Jamar Anton). The defendant was located and arrested by the City Of Miami Police Department Special Investigations Section detectives on September 27, 2012. Defendant was subsequently brought to the City Of Miami Police Homicide Office for questioning and was later transported to Dade County Jail. Shooting Location: 1502 NW 60 Street (60 market) On August 18, 2012, City Of Miami Police Officers responded to 1502 NW 60th Street (60 Market) reference a person shot. Upon arrival Officers contacted the victim who stated that he had gotten into an argument with the store manager. The defendant joined into the argument and the victim told the defendant to mind his own business and leave them alone. The defendant became irate and followed the victim as he was leaving the store. The victim turned around and observed the defendant with a gun in his right hand at which point defendant put the gun against the victim's abdomen and fired several gun shots. The defendant then fled the scene. The witness also observed the defendant discharge the firearm and run away. Arrest Date: 10/09/2012 Arrest location: Probation office Shooting Location: NW 17th Avenue and 44th Street On 10/09/2012 City of Miami Police officers and fire rescue personnel responded to NW 17th Avenue and 44th Street in reference to shots fired. Upon arrival they contacted the victim who was located in the middle of the street with multiple gun shot wounds. The victim stated that he was leaving Three Fingers Lounge walking the witness to her vehicle. He then immediately noticed three individuals from inside the lounge standing near the witness's car. He further stated that he felt like they were waiting for them. He then recognized one of the individuals as someone named "Trey". Trey punched the victim and the other two men jumped in also hitting him. The victim said he also noticed the defendant as one of the three people who jumped him prior to his being shot. The defendant was identified from a photographic line up. Arrest date: 06/18/2012 Arrest Location: 7777 NW 17 Avenue Shooting Location: 7711 NW 4`h Avenue On May 31, 2012 Officers responded to 7711 NW 4th Ave. reference a male shot. Upon arrival officers found'victim#1 inside the location with a gun shot wound to his back and victim #2, in the rear of the location, with a severe injury to the face and head. Both victims were transported to Jackson Memorial Hospital Ryder Trauma Center where victim #1 was immediately taken into surgery and listed in critical condition and victim #2 was listed in stable condition. Victim # 2 stated that the defendant's mother (co-defendant) was screaming at her about rent money when the defendant came running at her and hit her in the face with a gun multiple times. When victim #2 fell to the floor the defendant began kicking her on the head. Both the defendant and co-defendant then walked away and stated "Next time, you better have my money" Victim # 2 was unable to identify the defendant from a six picture line up Victim #1 stated he heard screaming coming from the rear of his house and recognized the voices as those of the defendant and co-defendant. He then heard the co-defendant screaming his name from the front of his house demanding that he open the front door. The victim then went to the door and opened it. The co-defendant then demanded he open the security gate at which time the defendant reached over the co-defendant and pointed a gun at the victim and screamed at him to open the gate. When the victim turned around to get the key, the defendant shot him in the back. Victim was able to positively identify the defendant from a photo line up. The defendant was subsequently arrested on June 18, 2012. Judge: Sigler, Victoria S. Upon arrival two victims were located, one was pronounced dead on the scene and the other was transported to Jackson Memorial Hospital Ryder Trauma Center where he succumbed to his injuries and was pronounced. A post mortem examination by the Miami Dade Medical Examiners Office ruled the cause of death to be from gun shot wounds. The investigation revealed that there was a third victim. The third victim stated that he was with victim #1 when the shooting started. He further stated that he was talking with victim#1 when two black males with dreads were walling westbound towards them and started shooting. After he saw victim#1 fall to the ground, he started to run and subsequently pulled out his firearm and returned fire at the two males. The defendant was positively identified by victim #3 from a six photograph line up. Note: Defendant is currently a Juvenile and has 11 prior arrests. Upon arrival, Officers found the victim laying on the ground bleeding from a gun shot wound to the head. Fire Rescue pronounced the victim "dead on arrival". A post-mortem examination by the Miami Dade Medical Examiners Office determined that the victims death was caused by a single gunshot wound to the head. A witness advised that he had come to the club with the victim. While inside the club, he observed the defendant and the victim in a dispute. The club staff broke up the dispute and escorted the defendant out of the club. When the witness and the defendant left the club one hour later, the defendant approached them armed with a hand gun. The defendant then stated "You're the one who started beef?" the defendant then pointed the gun at the victim and discharged one round, striking the victim in the head. The defendant then fled the area. Witness positively identified the defendant from a six person photo lineup. Street On August 12, 2012 at approximately 0335 HRS, the victim was sitting in the rear of a grey Nissan Altima headed eastbound on NW 36th street approaching NW 5th Avenue. According to a witness, inside the victims vehicle, a black Chevrolet Tahoe approached the passenger of the vehicle and began shooting into their vehicle. The victim suffered a gun shot wound to the chest and was transported to North Shore Hospital where she expired due to her injuries. A post mortem autopsy was conducted by Dr. K. Newman who classified her death as a homicide due to a gun shot wound to the chest. A witness from inside the offending vehicle stated that the offender was sitting in the drivers side rear seat and kept instructing the driver of the vehicle to stay on NW 36th street following the victims vehicle and then fired several gun shots into the victims vehicle. On October 5, 2012 the defendant was transported to the City of Miami Police Depai talent Homicide office. Post Miranda, the defendant denied any involvement in the case. Judge: Fernandez, Jose L. Upon arrival, the victim was located on the sidewalk with a stab wound to the chest. Fire Rescue then transported the victim to Jackson Memorial Hospital Ryder Trauma Center where he succumbed to his injuries. A witness stated that he was standing by the payphone located at 946 NW 7th Avenue when he observed the victim arrive at the store. The witness further stated that he had seen the defendant inside the store prior to the victims arrival. An argument ensued between the defendant and the witness as they were going in and out of the store. The argument continued outside the store at which time the defendant produced a knife from his pocket and stabbed the victim on his chest. The defendant fled the scene and told the witness not to call the police. The witness immediately called 911 as the victim fell to the sidewalk and became unresponsive. The witness, who has known the defendant for several years, positively identified the defendant from a single photograph. The Miami Dade Medical Examiners Office conducted a post mortem examination determining the cause of death as a stab wound to the chest. Current Arrest Charges: 2"a Degree Murder Prior Arrest Charges: 10/03/2010 Disorderly intoxication 1 (Nolle Pross) Resisting without violence 1 (Nolle Pross) Drinking in public 1 (Nolle Pross) • Juvenile Rehabilitative Programs Juvenile Rehabilitation Programs Miami —Dade County Prevention Initiative This program provides services to at -risk youth and their families before they get in trouble. It was designed to intervene early in the lives of youth, to identify at -risk behaviors and prevent these children from entering the juvenile justice system. Civil Citation Program This program was designed' as an alternative to arresting a first time juvenile misdemeanor offender meeting a strict criteria. They must all be first time offenders between the ages of 8-17. Their charges cannot involve the use/possession of a firearm, exposure of sexual organs or related sex crimes, or any misdemeanor related to gang activity. Officers may issue a Civil Citation in the field and release the child to a parent or guardian or transport the juvenile to the Juvenile Assessment Center for positive identification and Civil Citation Processing. After. a successful completion of the program, the juvenile will not have a criminal record. However, if the Juvenile does not successfully complete the program, they will be formally charged at their court date and the judicial system will take over. JDAP (Juvenile Diversion Alternative Program) This program was designed for juveniles that have 1 or 2 arrests. Through this program, juveniles are provided with substance abuse, Mental health and social help. DJJ Kids Designed for juveniles with 3 or more arrests or that have been adjudicated of a crime. Through this program they also receive substance abuse, Mental health and social help. Community Health of South Dade This is an outpatient substance abuse counseling. http://www. chisouthfl .org/ Here's Help (North and South) Outpatient substance abuse counseling including group, individual and family services. Residential treatment is also available. http://www.hereshelpinc.com/ Miami Behavioral Center Outpatient substance abuse counseling. http://www.mbhc.org/ The Village (Residential treatment) For youth in need of residential substance abuse counseling and mental health services. They will receive both mental health and substance abuse evaluations.
