Director ENCLOSURES: Chief Procurement Officer The Police Department is seeking to purchase a fully hosted and managed E911 solution that would replace the E911 infrastructure at both the primary E911 site at the Miami Police .Central Station and the backup site at the Miami Fire College. This new hosted solution will reduce the overall long term costs and improve the reliability, upkeep, and maintenance of the system. An investigation was conducted by the Purchasing staff to determine whether AT&T, is the sole source provider for the acquisition of a fully hosted and managed Next -Generation (NG) 911 Solution, for the Department of Police. As the 911 Network services provider and Local Exchange Carrier (LEC) in the area, AT&T is the only company that can provide this kind of Fully Managed, Hosted Solution for 911 Equipment, located in two (2) geographically diverse AT&T Central Offices, and co -located next to the Network Connection Points that service the City of Miami. The new fully hosted and managed next - Generation IP911 System offered by AT&T will replace the aging analog system. currently in service as it has been deemed end of life and no longer manufactured. This new system will provide enhanced functionality to the existing 911 Centers and provide the City with the most technologically advanced equipment available in the market today. Additionally, AT&T is the only company that can propose on the various 911 Equipment platforms as hosted solutions from various manufacturers, i.e. microData and Cassidian (formerly PlantCML), provide them along with Local dialtone and 911 Network Services, and house the equipment in AT&T Data Centers located in South Florida. In an effort to assist the Police Department in the selection of the best solution, Informal Request for Proposals No. 284273 was issued to AT&T so that they may propose various hosted solution options for the City to consider. The Evaluation Committee ("Committee"), comprised of the following individuals, met on February 16, 2012 to evaluate the proposal received from AT&T: 1. Sean MacDonald, I.T. Commander, Miami Police Department 2. Stephen Gabriel, Communications Chief, Miami Fire Rescue 3. Lazaro Guerra, Communications Chief, Hialeah 4. Michael Fernandez, E911 Supervisor, Aventura Police Department 5. Jennifer Hall Jenkins, E911 Supervisor, Miami Beach Police Department 1 Johnny Martinez, P.E. February 28, 2012 AT&T provided an oral presentation and functional demonstration of their proposal and committee members were allowed to ask technical questions. Following discussion, evaluation and deliberation, the Committee recommended that the City enter into negotiations with AT&T to provide a Fully Managed, Hosted NG911 Solution. As Chief .Procurement Officer, I have certified the above process to be in compliance with competitive negotiations method, pursuant to Section 18-86 (b) of the City of Miami Code. Upon successful contract negotiations, the recommendation from the City Manager to the City of Miami Commission seeking permission to authorize and execute a Professional Services Agreement will be presented at the next available meeting. The authorizing resolution will require a 4/5ths affirmative vote approving the sole source findings and informal RFP results.
