HomeMy WebLinkAboutPre-LegislationCity of Miami Legislation Resolution: R-11-0263 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 11-00467 Final Action Date: 6/23/2011 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, IN THE AMOUNT OF $150,000, FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT DISTRICT 2 ECONOMIC DEVELOPMENT RESERVE ACCOUNT TO COCONUT GROVE BUSINESS IMPROVEMENT DISTRICT, FOR THE COMMERCIAL REHABILITATION JOB CREATION PROGRAM TO ASSIST QUALIFIED BUSINESS OR PROPERTY OWNERS WITH BUILDING AND PROPERTY IMPROVEMENTS THAT ARE DIRECTLY RELATED TO OPENING A NEW BUSINESS, RETAINING AN EXISTING BUSINESS OR REMEDYING CODE VIOLATIONS TO CREATE OR RETAIN JOB OPPORTUNITIES WITHIN THE COMMERCIAL DISTRICT; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 11-0119, adopted March 24, 2011, the City Commission approved the allocation of Program Year 2011-2012 Community Development Block Grant ("CDBG") funds, in the amount of $4,468,078 in the Economic Development Category, which included an amount of $625,531 allocated to the District 2 Reserve Account; and WHEREAS, Coconut Grove Business Improvement District ("Coconut Grove BID") is a program of self-help through self -taxation and cooperation by actively refocusing the tenant mix to better serve the needs of locals who reside in the Coconut Grove area, including nearby neighborhoods; and WHEREAS, Coconut Grove BID has identified many highly visible, empty stores and restaurants and has created the rehabilitation program to provide an economic incentive to business and property owners to attract and retain quality tenants in -the Coconut Grove area; and WHEREAS, the Commercial Rehabilitation Job Creation Program, administered by the Coconut Grove BID, will assist qualified business or'lproperty owners with building and property improvements that are directly related to opening or retaining an existing business or remedying code violations to create or retain job opportunities withinithe commercial district; and WHEREAS, program participants will be required to contribute 25% of the cost of eligible improvements, with the Coconut Grove BID contributing 25% of the cost and the City of Miami ("City") providing 50% of the cost from the recommended allocated CDBG funds as described herein; and WHEREAS, eligible business or property owners must create or retain one job for a low-level income individual in accordance with CDBG regulations for the CDBG funds received; and WHEREAS, the City Administration recommends the allocation of CDBG funds in the amount of $150,000, from the City Department of Community Development to Coconut Grove BID, for the City of Miami Page 1 of 2 File Id: 11-00467 (Version: 1) Printed On: 12/10/2012 File Number: 11-00467 Enactment Number: R-11-0263 Commercial Rehabilitation Job Creation Program to assist qualified business or property owners with building and property improvements that are directly', related to opening a new business, retaining an existing business or remedying code violations to create and/or retain job opportunities within the commercial district; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this section. Section 2. The allocation of CDBG funds, in the amount of $150,000, from the City Department of Community Development to Coconut Grove BID, for the Commercial Rehabilitation Job Creation Program to assist qualified business or property owners with building and property improvements that are directly related to opening a new business, retaining an existing business or remedying code violations to create or retain job opportunities within the commercial district, is authorized. Section 3. The City Manager is authorized {1} to execute all necessary documents for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
