A RESOLUTION OF THE MIAMI CITY COMMISSION URGING FLORIDA POWER
AND LIGHT TO PURSUE ALTERNATIVES TO OVERHEAD TRANSMISSION LINES
IN THE CITY OF MIAMI, FLORIDA; DIRECTING THE CITY CLERK TO TRANSMIT A
COPY OF THIS RESOLUTION TO THE OFFICIALS STATED HEREIN.
WHEREAS, Florida Power & Light ("FPL") is proposing the construction of overhead transmission
lines to connect the Turkey Point Power Plant to substations in the City of Miami, Florida; and
WHEREAS, the proposed US Highway 1 ("US-1") route for the eastern transmission line will
negatively impact the residents, businesses, quality of life, and possibly public health, along the US-1
Corridor, including the major entrances to Coconut Grove as well as other areas of the City of Miami,
such as the Roads, West Brickell and East Little Havana neighborhoods abutting this corridor, and
WHEREAS, overhead utility transmission lines are not functionally or aesthetically beneficial as
compared with underground utility lines, particularly as located in South Florida; and
WHEREAS, the proposed transmission lines will affect a large portion of the Miami metropolitan
area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission opposes the construction of an overhead transmission line
along the U.S. Highway 1 route and into the neighborhoods of Miami, and recommends that prior to
moving forward with state approvals, FPL should re-examine previous, or develop new alternatives,
working with the Department of Transportation, and the impacted communities to identify a
transmission line route that minimizes the adverse impacts on Miami neighborhoods.
Section 3. The Miami City Commission further urges FPL to bury its transmission line
underground to reduce the adverse impact on the citizens of the impacted communities if an
alternative route cannot be found.
Section 4. The City Manager is directed to (1) work with FPL on this issue to find a viable
alternative that does not raise customer's electricity rates, and (2) host public meetings to allow for
public input for this major proposed project.
Section 5. The City Clerk is directed to transmit a copy of this Resolution to the Governor, Senate
President, House Speaker, the Chair and Members of the Miami -Dade State Legislative Delegation,

the Presiding Officer and Members of the municipalities in Miami -Dade County, the Executive Director
of the Miami -Dade County League of Cities, the Florida Department of Environmental Protection and
the Florida Public Service Commission.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
