A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO SECTION
62-662, OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
ALLOWING THE LIBERTY CITY COMMUNITY AND ECONOMIC DEVELOPMENT
CORPORATION, IN COLLABORATION WITH YOUTH LEAD AND URBAN
GREENWORKS, TO USE CITY OF MIAMI OWNED PROPERTY LOCATED AT
5988-98 NORTHWEST 7TH AVENUE, MIAMI, FLORIDA, FORA FARMERS'
MARKET PILOT PROGRAM ENTITLED "LIBERTY CITY GREEN MARKET', FROM
DECEMBER 15, 2012 TO MAY 25, 2013, ON SATURDAYS FROM 10:00 A.M. TO
3:00 P. M.; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, Florida Statute 163.3161 states that it is the duty of local government to "overcome
present handicaps" such as threats to health and to "preserve, promote, protect, and improve the
public health and safety;" and
WHEREAS, the City of Miami ("City") has an interest in promoting the availability of healthy and
locally -grown foods within its communities through a farmers' market program; and
WHEREAS, local food projects such as farmers' markets have shown to combat handicaps to
health while improving community economic vitality and environmental sustainability; and
WHEREAS, the City seeks to be a leader which protects and improves the health and well-being
of its residents and their environment; and
WHEREAS, the Liberty City Green Market is a holistic approach to securing wholesome food to
the community and local youth will be hired and trained in farmers market management, sales, with the
overall objective of addressing the issues of accessibility, availability, and affordability of healthy food;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this section.
Section 2. Pursuant to Section 62-662 of the Code of the City of Miami, Florida, as amended, the
City Commission hereby allows the Liberty City Community and Economic Development Corporation,
in collaboration with Youth Lead and Urban Greenworks, to use City -owned property located at 5988-
98 Northwest 7th Avenue, Miami, Florida, for a Farmers' Market Pilot Program entitled "Liberty City
Green Market", from December 15, 2012 to May 25, 2013, on Saturdays from 10:00 a.m. to 3:00 p.m.

Section 3. The City Manager is authorized {1} to execute all necessary documents, in a form
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{2} This Ordinance shall become effective as specified herein unless vetoed by the Mayor within
ten days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall
become effective immediately upon override of the veto by the City Commission or upon the
effective date stated herein, whichever is later.
