ADDENDUM NO. 1
RFP No. 290257 July 9, 2012
Request For Proposals for Handling and Processing Recycling Materials
TO: ALL PROSPECTIVE PROPOSERS:
The following changes, additions, clarifications, and deletions amend the RFP documents of the
above captioned RFP, and shall become an integral part of the Contract Documents. The remaining
provisions -are now in effect and remain unchanged. Please note the contents herein and reflect
same on the documents you have on hand.
Q1) What is the current transfer station and processing situation?
A1) The City of Miami currently takes recyclables that are collected curbside to WS!'s for
processing at 36840 NW 37th Court.
Q2) Why 69,000 households on collection route vs. 185,000 households in the City?
A2) The City of Miami only services single family and multi -family units of 3 or less; multi -family
units of 4 or more are serviced by commercial franchisees.
Q3) What relationship with Dade County recycling program?
A3) Miami -Dade County's curbside recycling program is not affiliated with that of the City of
Miami.
Q4) Usually payments for recyclables move with the marketplace for commodities. The RFP
requires a -fixed $/ton payment?
A4) Based on their experience, the proposer should factor that consideration in their proposal.
Q5) The $150,000 payment is mandatory for reward with 3000 ton/year generated by the City.
Spread over one year, that is $50/ton. Spread over 5, that is $10/ton. The math doesn't
seem to make sense, and the contract can be terminated at any time by the City?
A5) With conversion to automated single stream recycling, we anticipate a significant increase
in annual recycling collection.
Q6) Can the City work without a termination for convenience clause due to the fact the Contractor
is required to pay the Education money up front?
A6) The City of Miami formally amends the Termination For Convenience clause only to the
following:
Termination for Convenience
In addition to any other rights the City may have by law or under this
Contract with respect to cancellation or termination, the City may at any
time, after the first year following the implementation of the contract
agreement, in its sole discretion, with or without cause, terminate the
Contract, in whole or in part, by written notice to the Successful Proposer.
Q7) What is the actual monthly tonnage of recyclables that the City is generating? On page 35 of
the RFP in section 3.2.1 it states the City is currently collecting an average of 3,200 on an •
annual basis which equates to 267 tons per month yet on page 39 in section 3.14, it states
the City residents recycle approximately 400 tons of newspaper and 225 tons of containers.
This is a total of 625 tons per month which does not match up to page 35.
A7) The correct estimate is 267 tons monthly. Currently, we have single stream collection;
therefore, when delivered for processing recyclables are weighed commingled.
Q8) Will the City provide a copy of the current processing contract?
A8) See following document included.
Q9) How many collection vehicles are being used now to collect recyclables with the current
recyclable collection system and how many vehicles does the City expect to use for the after
the conversion to automated single stream with carts?
A9) Currently, the Solid Waste Department ("Department") utilizes five (5) Crane Carrier Recycle
Trucks with one (1) driver and one (1) laborer per truck .to service the City of Miami ("City")
once a week. With the implementation of Automated Single Stream service, the Department
will utilized three (3) One -Arm Side Loader Bandit trucks with one (1) driver per truck to
service the City on a bi-weekly basis.
ALL OTHER TERMS AND CONDITIONS OF THE RFP REMAIN THE SAME.
