Background Information: (continued)
The United States Department of Homeland Security, through the State of Florida Division of
Emergency Management ("DEM"), is providing financial assistance to the Fort Lauderdale Urban
Area through the FY Urban Area Security Initiative ("UASI") Grant Program FY 2008 to the City of
Miramar (Sponsoring Agency). This program targets homeland security funding to "high threat"
urban areas in order to prevent, respond, and recover from threats or acts of terrorism and other
disasters of natural or man-made origin.
The Sponsoring Agency is the coordinating agent (the City of Miramar) for the Ft Lauderdale UASI
Program FY 2008.
The City Commission of the City of Miramar, pursuant to Resolution No. 09-97, adopted on February
18th, 2009, has approved the execution of the Federally Funded Subgrant Agreement with the State of
Florida, and has authorized the City Manager to enter into this Agreement with each Participating
Agency on behalf of the City of Miramar.
The Sponsoring Agency wishes to work with the Participating Agencies through the Urban Area
Working Group Process to enhance the ability of Miramar and its surrounding jurisdictions to respond
to a terrorist threat or act.
The Participating Agency (the City of Miami) has been allocated an amount not to exceed
$184,000.00 to be expended and reimbursed by the terms of the Agreement.
These funds will be used, as stipulated by the grant, for the purchase of specialized equipment,
exercise, training, administrative services and development of the Urban Area Homeland Security
Strategy, and other planning activities needed to ensure a successful program.
The City Commission authorizes the City Manager to execute Memorandum of Agreement ("MOA")
With the City of Miramar (Sponsoring Agency) and the City of Miami (Participating Agency) FY
2008, setting forth the parties' responsibilities in connection with the support for the UASI Project.
