A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT FUNDS, IN THE AMOUNT OF
$184,000, CONSISTING OF A GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF HOMELAND SECURITY, THROUGH THE OFFICE OF GRANTS
AND TRAINING THROUGH THE FORT LAUDERDALE URBAN AREA FISCAL YEAR
2008 URBAN AREA SECURITY INITIATIVE ("UASI") GRANT PROGRAM;
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY
OF MIAMI AND THE CITY OF MIRAMAR, A FISCAL YEAR 2008 SPONSORING
AGENCY OF THE FORT LAUDERDALE UASI AGENCY, SETTING FORTH THE
PARTIES' RESPONSIBILITIES IN CONNECTION WITH THE DEVELOPMENT AND
SUPPORT OF THE UASI PROJECT; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY OTHER DOCUMENTS NECESSARY, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the United States Department of Homeland Security ("USDHS"), is authorized by the
Emergency Wartime Supplemental Appropriations Act 2003 to provide funds to states for subsequent
distribution to selected urban areas to address the unique equipment, training, planning, exercise and
operational needs for large urban areas, and to assist them in building an enhanced and sustainable
capacity to prevent, respond to, and recover from threats or acts or terrorism; and
WHEREAS, the USDHS, through the State of Florida Division of Emergency Management, is
providing financial assistance to the Fort Lauderdale Urban Area through the Fiscal Year ("FY") 2008
Urban Area Security Initiative ("UASI") Grant Program; and
WHEREAS, the City of Miramar, a sponsoring agency, is the coordinating agent for the Fort
Lauderdale FY 2008 UASI Program; and
WHEREAS, the City Commission of the City of Miramar, pursuant to Resolution No. 09-97,
adopted February 18, 2009, has approved the execution of the Federally Funded Subgrant
Agreement with the State of Florida, and has authorized the City Manager to enter into the attached
Memorandum of Agreement ("MOA") with each participating agency on behalf of the City of Miramar;
and
WHEREAS, the City of Miramar wishes to work with the participating agencies through the Urban
Area Working Group process to enhance the ability of the City of Miramar and its surrounding
jurisdictions to respond to a terrorist threat or act; and
WHEREAS, the City of Miami ("City") as a participating agency has been allocated a not to

exceed amount of $184,000 to be expended and reimbursed by the terms of the MOA;
WHEREAS, the City Department of Fire -Rescue will use said funds to continue to address the
unique equipment, training, planning, exercise and operational needs of the City and its contiguous
partners and to continue building an enhanced and sustainable capacity to prevent, respond to, and
recover from threats or acts of terrorism;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{1} to accept funds, in the amount of $184,000,
consisting of a grant award from the USDHS, through the Office of Grants and Training through the
Fort Lauderdale Urban Area FY 2008 UASI Grant Program.
Section 3. The City Manager is authorized{1} to execute a MOU, in substantially the attached
form, between the City and the City of Miramar, a FY 2008 sponsoring agency of the Fort Lauderdale
UASI Agency, setting forth the parties' responsibilities in connection with the development and
support of the UASI Project.
Section 4. The City Manager is further authorized{1} to execute any other documents
necessary, in a form acceptable to the City Attorney, in order to implement the acceptance and
administration of said grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
