HomeMy WebLinkAboutR-12-0473City of Miami Legislation Resolution: R-12-0473 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-01314 Final Action Date: 12/13/2012 A RESOLUTION OF THE MIAMI CITY COMMISSION, BYA FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE, PURSUANT TO SECTION 18-92 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING PROCEDURES AND APPROVING THE PURCHASE OF UPGRADES TO THE TALON ROBOTIC PLATFORM, FROM QINETIQ NORTH AMERICA, THE SOLE SOURCE PROVIDER, FORATOTALAMOUNT NOT TO EXCEED $91,608; ALLOCATING FUNDS FROM UASI ACCOUNT CODE NO. 18-180022 02.02.02 1731 REPAIRS AND MAINTENANCE 181000. WHEREAS, the purchase of upgrades to the Talon Robotic Platform for the City of Miami Police Bomb Squad is necessary, as it is in dire need to be upgraded to the current levels of operations and technologies available; and WHEREAS, the Chief Procurement Officer has adopted the finding that Qinetiq North America is the sole source provider for the purchase of upgrades to the Talon Robotic Platform; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived, and the purchase of upgrades to the Talon Robotic Platform for the City of Miami Police Bomb Squad, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended, after an advertised public hearing, the City Manager's finding of a sole source is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and the purchase of upgrades to the Talon Robotic Platform, from Qinetiq North America, for the City of Miami Police Department, is approved, for a total amount not to exceed $91,608, with funds allocated from UASI Account Code No. 18-180022 02.02.02 1731 Repairs and Maintenance 181000. Section 3.
