AUTHORIZING THE ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT EMERGENCY SOLUTIONS GRANT ("ESG") FUNDS, IN THE
PROJECTED AMOUNT OF $649,754 FOR PROGRAM YEAR 2013-2014; ALLOCATING SAID
FUNDS AS SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE(S).

Background Information:
The U. S. Department of Housing and Urban Development ("HUD") has yet to release the final
Community Planning and Development Program Formula Allocations for Program Year 2013, as
such, the amount of ESG funds being recommended is a projection.
HUD provides, on an annual basis, to the City of Miami ("City") Emergency Solution Grant funds.
The ESG program guidelines allows for the allocation of funds to continue supporting the City's
outreach and referral services to the chronically homeless and additionally requires the City to
support homeless prevention and rapid re -housing activities.
Federal regulations authorize 7.5% of the ESG grant to be utilized for planning and administrative
costs to manage grant related activities.
The Administration recommends allocating said funds to the various activities as specified in
Attachment "A" for Program Year 2013-2014 beginning April 1, 2013.
The funding allocation to such activities specified in Attachment "A", may need to be adjusted once
HUD confirms the final ESG formula allocation for Program Year 2013-2014.
