DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ENTITLEMENT GRANT FUNDS, IN THE TOTAL PROJECTED AMOUNT OF $20,732,282, AS STATED HEREIN, FOR THE FOLLOWING PROGRAMS: COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG"), HOME INVESTMENT PARTNERSHIPS ("HOME"), HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA"), AND THE EMERGENCY SOLUTIONS GRANT ("ESG"), FOR PROGRAM YEAR 2013-2014; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S) TO IMPLEMENT THE ACCEPTANCE OF THE ACTUAL AMOUNTS OF GRANT FUNDS WHEN MADE AVAILABLE FOR SAID PURPOSE. Department of Housing and Urban Development ("HUD") provides the City of Miami ("City") entitlement grants annually under the following programs: CDBG, HOME, HOPWA, and the ESG. Pursuant to Resolution No. 10-0307, adopted July 8, 2010, the Miami City Commission approved the change of the start of the fiscal year for the Department of Community Development for the implementation of federal funds from October 1st to April 1st HUD regulations require that in the absence of the actual grant amount the previous year's award amounts can be used for the purpose of preparing the Annual Action Plan. Projected funds to be granted to the City under said programs are: (1) $4,965,718 to the CDBG Program, (2) $2,953,344 to the HOME Program (3) $12,163,466 to the HOPWA Program, and (4) $649,754 to the ESG Program. The Administration recommends accepting HUD Entitlement Grant Funds, in the total projected amount of $20,732,282 as stated herein, for the following programs: CDBG, HOME, HOPWA, and ESG for Fiscal Year 2013-2014.
