McQueen Executive Director Subject: Recommendations and findings to waive competitive sealed bidding and negotiation methods pursuant to City Code 18-85(a) for Work Training Programming in FY 2024-2025. Enclosures: Exhibit "A" Exhibit "B" Exhibit "C" BACKGROUND: The Board of Commissioners ("Board") of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is responsible for carrying out community redevelopment activities and projects within its redevelopment area in accordance with the 2018 SEOPW CRA Redevelopment Plan Update ("Plan"). Community Work Training Program, Inc., a Florida For Profit Corporation, Hospitality Employees Advancement and Training, Inc., a Florida Not For Profit Corporation, and Transition, Inc., a Florida Not For Profit Corporation (collectively, "Organizations") more particularly defined in Exhibit `B," attached and incorporated herein, requests assistance in an amount not to exceed Eight Hundred Fifty -Seven Thousand Six Hundred Twelve Dollars and Seventy -Three Cents ($857,612.73) ("Funds"). Collectively, the Organizations provide high -quality,' soft skills and vocational training while providing union - affiliated employment opportunities to residents within the redevelopment area. The trainings, as described in their respective proposals as set forth in Exhibit "C," include a state-of-the-art Hospitality and Culinary Arts Training Program at the Overtown Performing Arts Center, as well as a "One Stop Center" to prepare participants for workforce readiness, employability skill workshops, career exploration and job placement. In addition, residents are served with pro -active coaching and wrap around services, such as individualized case management. It is recommended that such programming be continued in Fiscal Year 2024-2025 in order to improve the quality of life for Overtown residents. The Executive Director has reviewed and vetted each of the Organizations' requests, in accordance with the objectives of the Plan. RECOMMENDATION: In light of the above -stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the Southeast Overtown/Park West Community Redevelopment Agency as set forth in the City Code of Ordinances, as amended, specifically Sections 18-85(a) and the affirmation of these written findings and the forwarding the same to the Board of Commissioners of the SEOPW CRA by a four -fifths vote is respectfully requested.
