HomeMy WebLinkAboutExhibit 1First Amendment to Interlocal Agreement Between Miami -Dade County and the City of Miami for the Provision of Public Transportation Services This First Amendment (the "First Amendment") to the Interlocal Agreement dated March 5, 2012 (the "Interlocal") by and between Miami -Dade County, a political subdivision of the State of Florida (the "County") and the City of Miami, a municipal corporation organized under the laws of the State of Florida (the "City") is made this day of , 2012 by and between the County and the City. WITNESSETH WHEREAS, the County and the City entered into an Interlocal Agreement dated March 5, 2012 ("Interlocal") for the provision of Public Transportation Services; and WHEREAS, pursuant to Article 3.1 of the Interlocal, changes to Exhibit "A" or "B" are to be authorized or approved by the City Commission and be effective only upon written consent of the County Mayor or the Mayor's designee; and WHEREAS, the City wishes to modify the route alignment for the Brickell-Biscayne and Coral Way Trolleys; and WHEREAS, the Brickell-Biscayne route modification will provide a transportation alternative for residents in the neighborhoods immediately north and south of the downtown area to job centers in Downtown Miami as well as provide transit access to medical facilities at Mercy Hospital; and WHEREAS, the Coral Way route modification will expand transportation options to the businesses on Flagler Street where limited on -street parking impacts traffic flow and will further connect to several surface parking lots located under I-95; and WHEREAS, the County and the City wish to enter into this First Amendment to the Interlocal amending the Brickell-Biscayne and Coral Way Trolley routes; NOW THEREFORE, in consideration of the foregoing, the County and the City hereby amend Exhibit "A" of the Interlocal as follows: 1. Brickell/Biscayne Trolley This trolley will connect to the Brickell Metrorail/Metromover Station located at SW 1st Avenue where a connection to the future Coral Way Trolley will be provided. The loop extends from SE 26th Road the Mercy Hospital on the south to the Omni/Margaret Pace Park Design District on the north serving the Brickell, Brickell Key, Downtown, and Omni, Midtown, and Design District areas and connecting to numerous Metromover stations along the route. In addition, the trolley will operate along Flagler Street to serve the downtown core as well as venues along the route such as the Adrienne Arsht Center for the Performing Arts, the American Airlines Arena, Bayside Marketplace, Museum Park, and Bayfront Park. The City anticipates using the existing Miami 1 Parking Authority parking lot under the I-95/Rickenbacker Causeway flyover as a park -and -ride facility for trolley users. This trolley route was developed in collaboration with the Miami Downtown Development Authority (DDA), Brickell Homeowners Association (BHA), the Brickell Area Association (BAA), area stakeholders, MDT, and FDOT. Based on, a system wide modeling analysis completed in November 2010, this route is anticipated to attract over 1,500 riders daily. 2. Coral Way Trolley (Additional Optional Route) The Coral Way-Brickell Trolley is planned to operate along Coral Way serving the commercial, retail, and residential locations along the corridor. The trolley will connect to the service is proposed to extend from the Brickell Metrorail/Metromover Station at SW 1st Avenue, on the east (where a connection to the Brickell/Biscayne Trolley will be provided). The route extends from the Port of Miami on the east to the City of Coral Gables Trolley that operates along Ponce de Leon Blvd. in the City of Coral Gables.- on the west, where a connection to the City of Coral Gables Trolley will be provided. In addition, the trolley will operate along Fla0er Street to serve the downtown core as well as an alternate connection to the Port of Miami. The City, in collaboration with area stakeholders, is in the process of developing a service plan for this route with the specific stop locations and hours of operation; and, furthermore, we the City intends to seek funding contribution from the FDOT for 50% of the operational and maintenance costs of the service for a 3-year start-up period. Based on a system wide modeling analysis completed in November 2010, this route is anticipated to attract over 700 riders daily. 3. All other provisions of the Interlocal remain the same and in effect and are binding on the County and the City. 2 IN WITNESS WHEREOF, the parties have caused this First Amendment to be executed on the day and year first above written.
