Current Members, Applications
Pursuant to Sec 62-27 of the City Code, The Planning, Zoning and Appeals Board was created to
meet the responsibilities under the continuous comprehensive planning program required by state
statutes.
Pursuant to Sec 62-63.5 of the City Code, The City Commission shall appoint the board members from
the nominations made by each City Commissioner, for ten members of the Planning, Zoning and
Appeals Board. The mayor shall appoint one member and the alternate member. Appointees shall be
persons in a position to represent the public interest. No person shall be appointed having personal or
private interests likely to conflict with the public interest. No person shall be appointed who has
any interest in the profits or emoluments of any contract, job, work, or service for the City. No
person shall be appointed who holds any elective office or is employed in a full-time capacity by
any governmental authority in the county or the City. Before making any appointment, the City
Commission shall determine that the person so appointed satisfies the requirements of sections 2-611
(Conflict of Interest) et seq. of the City Code, and no person shall be confirmed in appointment who
has not filed the statement required by section 2-615 (List of real estate owned — Required of
certain officials). Per application, such disclosure is to be made within 30 days of appointment. In
addition, the code of ethics of Miami -Dade County shall apply to members and the alternate member of
the Planning, Zoning and Appeals Board.
In February 2011, April 2011, November 2011, February 2012, and June 2012, our office advertised for
applications in a newspaper of general circulation as required by City Code Sec. 62-63(a) for the
Planning, Zoning and Appeals Board. The deadline for such application was February 24, 2011, 4:00
PM, May 5, 2011, 4:00 PM, November 28, 2011, 4:00 PM, February 24, 2012, 4:00 PM, and July 18,
2012, 4:00 PM, respectively. We received applications from the following individuals by the February
24, 2011, May 5, 2011, November 28, 2011, February 24, 2012, and July 18, 2012, deadlines.
1. Armando Cazo — Not an Elector of the City Miami. (Not Eligible)
2. C. Chloe Keidaish, new applicant.
3. Daniel A. Milian, incumbent, whose term expires on November 16, 2012.
4. David Berley, new applicant.
5. Keon Hardemon, new applicant — Candidate for Elective Political Office. (Not Eligible)
6. Maria Lievano-Cruz — Employed in a full-time capacity by a governmental authority in the
County. [Requires 4/5ths waiver per Sec. 62-16(e)(3), Miami City Code]
7. Patrick J. Goggins, incumbent, whose term expired on November 8, 2011.
8. Randall S. Moreland, new applicant
One (1) appointment is required at this time:
• Commissioner Frank Carollo has one (1) appointment for a seat currently:
1. Vacant.
For your convenience, we are including a copy of the current membership of said board and application
from each applicant. By copy of this memorandum, we are requesting the Agenda Office to place this
issue on the October 25, 2012, Commission agenda.
