HomeMy WebLinkAboutLegislation - SUBCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-00794 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A LABOR MANAGEMENT COUNCIL ("COUNCIL") TO FOSTER EMPLOYEE SATISFACTION AND TO PROVIDE A METHOD TO AVOID ISSUES WHICH LEAD TO FORMAL GRIEVANCES; DIRECTING THAT THE COUNCIL BE COMPRISED OF ONE CITY COMMISSIONER, THE DIRECTOR OF HUMAN RESOURCES, THE CITY MANAGER, AND ONE REPRESENTATIVE FROM EACH OF THE FOUR UNIONS AND INCLUDE SUBCOMMITTEES COMPRISED OF EACH DEPARTMENT DIRECTOR AND EMPLOYEES; AND FURTHER DIRECTING THAT THE COUNCIL CONSIDER IMPLEMENTATION OF ALL RECOIVIMENDATIONS FROM THE DEPARTMENTAL SUBCOMMITTEES. THIS DOCUMENT IS A SUBSTITUTION WHEREAS, on June 28, 2012, the City Commission directed City Administration to prepare a resolution to establish a Labor Management Council ("Council") to address labor issues outside the process of formal labor contract negotiations; and WHEREAS, the goal of such Council is a sincere desire to improve communications between the City of Miami ("City") and its employees and establish a program aimed at modifying behavior patterns, job enrichment and productivity improvement; and TO ORIGINAL. BACKUP ORIGINAL WHEREAS, regardless of the goals of the representatives of the labor unions and the administration during labor contract negotiations, all have an essential need to join together to discuss mutual problems on an ongoing basis; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The Council will specifically seek solutions from the various department directors and employees to solve workplace problems, including reduction of waste due to absenteeism, turn over, lack of training, accidents, low morale and employee dissatisfaction, how to fully use the skills and knowledge of employees, and work more efficiently and competitively to reduce costs and any other matters related to workplace activities but which would lead to better efficiency and cooperation and avoid formal grievances. Section 3. It is directed that the Council be comprised of one City Commissioner, the Director of Human Resources, the City Manager, who shall personally attend each meeting of the Council, and one representative from each of the four unions, including subcommittees comprised of each department director and employees, which shall meet monthly when possible.
