HomeMy WebLinkAboutR-12-0419City of Miami Legislation Resolution: R-12-0419 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-01151 Final Action Date: 10/25/2012 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT PARTICIPANT COST ALLOCATIONS ("GRANT AWARD") FROM THE SOUTH FLORIDA WORKFORCE INVESTMENT BOARD, IN AN AMOUNT NOT TO EXCEED $853,705, FOR TRAINING ACTIVITIES (INDIVIDUAL TRAINING ACCOUNTS, ON-THE-JOB TRAINING AND PAID -WORK - EXPERIENCE), IN AN AMOUNT NOT TO EXCEED $120,406, FOR TRANSPORTATION, AND IN AN AMOUNT NOT TO EXCEED $16,801, FOR SUPPORT SERVICES, FOR A TOTAL GRANT AWARD IN AN AMOUNT NOT TO EXCEED $990,912; ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED: "ONE STOP WORKFORCE CAREER CENTER AT LINDSEY HOPKINS PARTICIPANTS COSTS 2012-2013", TO FUND ON-THE-JOB TRAINING AND PAID WORK EXPERIENCE FOR ELIGIBLE PARTICIPANTS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL THE NECESSARY DOCUMENTS, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE GRANT AWARD FOR SAID PURPOSES, FOR THE PERIOD COMMENCING JULY 1, 2012 THROUGH JUNE 30, 2013, WITH THE OPTION TO RENEW FOR ONE (1) ADDITIONAL SIMILAR PERIOD AT THE SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS. WHEREAS, Resolution No. 11-0444, adopted October 27, 2011, accepted a reimbursable grant from the South Florida Workforce Investment Board ("SFWIB") to establish a new One -Stop Workforce Career Center at the Lindsey Hopkins Educational Facility located at 750 Northwest 20 Street, Miami, Florida; and WHEREAS, for the 2012-2013 program year, SFWIB allocated funding for training in an amount not to exceed $853,705 for Individual Training Accounts, On -The -Job Training and Paid -Work Experience, Transportation in an amount not to exceed $120,406, and Support Services in a amount not to exceed $16,801, for a total Participant Cost allocation("Grant Award") in an amount not to exceed $990,912; and WHEREAS, the 2012-2013 new guidelines required that at least 50% or $416, 970 of Workforce Investment Act training funding must be allocated and expended on Individual Training Accounts, at least 10% or $83,394 must be used for On -the -Job Training, and at least 10% or $83,394 must be used for Paid -Work -Experience; and WHEREAS, the City of Miami ("City") is required to pay for expenditures related to On -The -Job Training and Paid -Work -Experience and then seek reimbursement from SFWIB for said activities; and WHEREAS, a new Special Revenue Project entitled: "One Stop Workforce Career Center At Lindsey Hopkins Participants Costs 2012-2013", will be established to fund On -The -Job Training and Paid -Work Experience to eligible workforce program participants; and City of Miami Page 1 of 3 File Id: 12-01151 (Version: 1) Printed On: 12/12/2017 File Number: 12-01151 Enactment Number: R-12-0419 WHEREAS, the City Manager and the Department of Grant Administration are requesting for the City Commission to authorize the City Manager to negotiate and execute all the necessary documents, after consultation with the City Attorney, to implement the Grant Award for said purposes, for the period commencing July 1, 2012 through June 30, 2013, with the option to renew for one (1) additional similar periods at the same not -to -exceed amounts under the same terms and conditions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized{1} to accept the Grant Award from SFWIB, in an amount not to exceed $853,705, for training activities (Individual Training Accounts, On -The -Job Training and Paid -Work Experience), in an amount not to exceed $120,406, for Transportation, and in an amount not to exceed $16,801 for Support Services, for a total Grant Award in an amount not to exceed $990,912. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: PROJECT TITLE: One Stop Workforce Career Center at Lindsey Hopkins Participants Costs 2012-2013 RESOURCES: South Florida Workforce Investment Board ("SFWIB") 2012-2013 Participant costs $990,912 APPROPRIATION: SFWIB 2012-2013 Participant costs for On -the Job - Training and paid -Work Experience $416,970 Section 4. The City Manager is further authorized{1} to negotiate and execute all the necessary documents, after consultation with the City Attorney, to implement the Grant Award for said purposes, for the period commencing July 1, 2012 and ending June 30, 2013, with the option to renew for one (1) additional period for the same not -to -exceed amounts under the same terms and conditions. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: City of Miami Page 2 of 3 File Id: 12-01151 (Version: 1) Printed On: 12/12/2017 File Number: 12-01151 Enactment Number: R-12-0419 {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
