HomeMy WebLinkAboutPre-LegislationCity of Miami Text File Report City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File ID: 11-00851 Enactment #: R-1 1-0444 Version: 1 Type: Resolution Introduced: 9/9/1 1 Status: Passed Enactment Date: 10/27/11 Controlling Body: Office of the City Clerk A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A REIMBURSEMENT GRANT FROM THE SOUTH FLORIDA WORKFORCE INVESTMENT BOARD ("SFWIB"), IN THE AMOUNT OF $1,488,206, FOR PROGRAMMATIC AND OPERATING EXPENDITURES AND $790,042 FOR A JOB TRAINING PROGRAM, FOR A TOTAL AMOUNT OF $2,278,248, FOR THE ESTABLISHMENT OF A NEW ONE STOP WORKFORCE CENTER ("CENTER") AT THE LINDSEY HOPKINS EDUCATIONAL FACILITY ("FACILITY"), AND A REIMBURSABLE GRANT FROM SFWIB IN THE AMOUNT OF $50,000, FOR THE RENOVATION AND IMPROVEMENTS TO THE FACILITY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH SFWIB AND TO EXECUTE ALL OTHER NECESSARY DOCUMENTS, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT AWARDS; FURTHER AUTHORIZING THE ALLOCATION OF FUNDS IN AN AMOUNT NOT TO EXCEED $50,000, FROM THE SPECIAL REVENUE FUND ENTITLED "ACCESS MIAAMI" TO UNDERWRITE EXPENSES RESULTING FROM THE ESTABLISHMENT AND OPERATION OF THE CENTER NOT COVERED UNDER THE GRANTS; AND FURTHER AUTHORIZING UP TO THIRTY (30) GRANT FUNDED POSITIONS IN THE OFFICE OF GRANTS ADMINISTRATION AND SUSTAINABLE INITIATIVES. WHEREAS, according to thc United States Bureau of Labor Statistics, the unemployment rate for the City of Miami ("City") was determined to be at 1 I.8% as ofJune 2011; and WHEREAS, the Mayor and City Commission scck to take proactive steps to counter this lagging employment indicator and alleviate the hardship experienced by many of the City residents; and WHEREAS, the Mayor and City Commission seek to establish a new comprehensive workforce ccntcr and bring added employment and training resources to thc community; and WHEREAS, thc South Florida Workforce Investment Board ("SFWIB") socks to partner with thc City to establish a new One -Stop Workforce Career Center ("Center") and has awarded the City a reimbursement grant, in the amount of $1,488,206 for the Center's operational and administrative expenditures and S790,042 for a job training program, totaling $2,278,248, for a period commencing with the grant acceptance and ending July 31, 2012, with the option to renew for two (2) additional one (1) year terms on thc same tcrms; and City of Miami Page 1 Printed on 8/172012 Section 1. The recitals and findings contained in the Preamble to this Resolution arc adopted by reference and incorporated as if fully sct Forth in this Section. Section 2. The City Manager is authorized (1) to accept a reimbursement grant from SFWIB, in thc amount of S 1,488,206 for thc Centers operational and administrative expenditures and S790,042 for a job training program, totaling S2,278,248, for a period commencing with the grant acceptance and ending July 31, 2012, with thc option to renew for two (2) additional one (1) year terms on thc same terms. Section 3. The allocation of funds, in an amount not to exceed 550,000, from thc Special Revenue Fund entitled "ACCESS Miami" to underwrite expenses not covered by the grants resulting from thc establishment and operation of the Center, is authorized. Section 4. The City Manager is further authorized { 1 } to accept a reimbursement grant from SFW 1B, in thc amount of S50,000 for the improvements and renovation of the Facility. Section 5. The City Manager is authorized (1) to negotiate and execute all agreements, amendments and documents necessary for said purpose, in a form acceptable to thc City Attorney, and establish the operation and administration of the new Center. Section 6. is authorized. Up to thirty (30) grant funded positions in the Office of Grants Administration and Sustainable Initiatives, Section 7.
