through June 30,2013 as specified in the Career Center Contract Article EV, Fiscal Management -

The Department of Economic Opportunities of the State of Florida has revised the Individual
Training .Account expenditure guidelines for Fiscal Year 2012-13. Sperifically, the new guidelines
require that
e At least 50 perch nt of the WIA Adults, Dislocated Workers, and WIA Rapid Response shall
be allocated to and expended on Individual Training Accounts (TI'As).
c The use of WIA funds for [ndividual Training Accounts shall be restricted to tuition,books
and fees of training providers, and to other training services offered by regional boards.
To implement these changes, SI'WI13 has modthcd the allocanon .methodology for training,
aansportation and support service. For Fiscal Year 2012-13, the initial SAMS allocation amounts
:for the WIA Adult, Dislocated Worker, and WIA Rapid Response funding streams that are reflected •
in this award letter include funding only for training. Moreover, at a minimum i0°10 of the training
award amounts must be expended or. On -•the Job (OJT) training projects, and at a minimum 10%
must be ex--pended for Paid Work. Experience (PWE).

Going forward, SAMS allocations for transportation and support service will be established at the
discretion of the service providers and will be deducted from the program award amounts for
contracted workforce services. As such, service providers will he required to estimate how much
funds they will need for transportation and/or support services, and advice Maria Gomez of the
Support Service Unit of the amounts so that she can update SAMS accordingly. In addition, the
expenditure budgets that you will be submitting to your contract managers must reflect in the
appropriate line item the SAMS allocation amounts for transportation and support services.
Please note that the above procedures apply only to WIA Adult, Dislocated Worker and Rapid
Response funds, Procedures for WIA Youth, TAA. and TANI' funds have not changed.
