Chief Procurement Officer City Manager ADDENDUM NO. 3 IFB No. 291272 August 13, 2012 Invitation For Bid for OEM Parts, Enqine & Transmission Repairs to City Vehicles & Equipment TO: ALL PROSPECTIVE PROPOSERS: The following changes, additions, clarifications, and deletions amend the IFB. documents of the above captioned IFB, and shall become an integral part of the Contract Documents. The remaining provisions are now in effect and remain unchanged. Please note the contents herein and reflect same on the documents you have on hand. NOTE: We are extending the bid opening from Tuesday, August 14, .2012 to Tuesday, August 21, .2012 at 2:00 PM. Q1. Please clarify item 2.8 BIDDER MINIMUM QUALIFICATIONS- H. For all O.E.M. Parts and Repairs, Bidder must have a secure Service Facility capable of supporting the activities proposed and shall be located within the City of Miami corporate limits, Miami -Dade County or Broward County. For all Engine, Differential and Transmission Remanufacturinq and Cores, units may be sent out of state for these services to be done and price includes all pick-up, freight and delivery costs. 1. Does this imply the Engines, Differentials, and Transmissions will be removed by the City? A: We may elect to do the removal(s) in-house or we may elect to send it out to a local vender to have the repairs performed. 2. Does not the second sentence negate the first? No. A. If the Engines, Differentials, and Transmission removals are done in-house and the all-inclusive price (all mark-up, parts, freight and delivery fees) are competitive to local pricing, the City may elect to send the unit - out of state. 3. If the units are sent out-of-state for repairs, then a local service facility isn't needed? A. Correct. If we elect to perform the repair out of state, then a local service facility is not needed. However, if we choose to have the repair made by a local supplier, then supplier will need a local facility. Q2. Please clarify 2.11 HOURLY LABOR RATE: The fixed hourly labor rate quoted shall include full compensation for labor, equipment use, travel time and any other cost to the bidder. This rate is assumed to be at straight time for all labor, except as otherwise noted. The fixed hourly labor rate is for the full term of the contract. 1. Can we assume mileage charges are included in this or are they considered a separate charge? A: This is included in what is considered: "Travel Time". 2. Also, in regards to "Travel Time", do we interpret this to be field service repairs as the expected and accepted form of repair? A: "Travel Time" applies to any local repairs to be done at your shop and includes your pick-up of the unit from Fleet or Fire Garage and return to same when repaired. Q3. Regarding 2.17 RESPONSE TIME, a two (2) hour response time is required for repairs. Failure to respond to a repair service call within the specified time will result in the Successful Bidder paying any and all costs associated with the repairs performed by a secondary vendor. Are your expectations to have someone on -site within 2 hours to begin the repair or someone dispatched to your location within 2 hours of notification of the needed repair? A: Expectations are to have someone dispatched within two (2) hours to have the vehicle transported to the venders facility for examination for repairs weather that is to be customer repairs or warranty repairs. Q4. Please clarify what you are identifying as 'Light' vs. 'Heavy' Fleet Vehicles and Trucks. Do you consider Light Duty — classes 1-4 and Heavy Duty — classes 5 and up? A: Light Fleet is considered Class A: 0-17,999 lbs. Heavy Fleet is considered Class B: 18,000— 29,999 lbs, Class C: 30,000 — 51,999 lbs. Class D: 52,000 lbs. on up. Q5. When quoting just the Allison Transmission portions — on Line 3 — would we list 'ALL' for Manufacturer's Heavy Vehicles and Truck Brands Covered by our Firm — or would we not bid this line item? A: Line 3 refers only to Fixed Hourly Labor Rate Charged To City For Repair of City Heavy Vehicles and Trucks. You must list "ALL" manufacture(s) of heavy vehicles and truck brands that you are licensed to work on. Q6. For Line 4 , Description: Cost To Transport City Heavy Vehicle or Trucks To Or From Repair Facility (Cost Per One Way Trip), If Any, is Field Service acceptable in lieu of transporting to repair facility? A: No (if any charge). Q7. For Line 15, Description: Percent Discount Off Manufacturer Suggested Retail Price (MSRP) for Complete Transmission Remanufacture, if Allison does not have an MSRP for a transmission you may have in your fleet (older models no longer supported), will a suggested retail price list for the remanufactured items be acceptable in place of a MSRP from Allison. A: Yes, In cases where an older model transmission is no longer supported by the manufacture we will accept suggested retail price on a case by case basis, based upon reasonable market price. Q8. For Line 16, Description: Percent Discount Off Manufacturer Suggested Retail Price (MSRP) for Usable Transmission Core For transmissions — if the core is "usable" there is not a price involved — if the core is "unusable" — pricing becomes a factor. As stated above for the transmissions, Allison does not have an MSRP for cores - will a suggested retail price list for core damages be acceptable in place of an MSRP from Allison? Page 2 e A. We have changed Line 16 to read as follows: Percent Discount Off Manufacture Retail Price (MSRP) for Transmission Core. In cases where the manufacture(s) do not support retail prices on transmission cores we will accept a reasonable market price on a case by case basis. Effectively immediately, per City of Miami Ordinance 13332, the First -Source Hiring Ordinance as codified in Section 18-110 has been repealed in its entirety. As such, please revise your document as follows: 1. From the Header Questions Section, please delete the following questions: Respondent certifies that (s) he has read and understood the provisions of City of Miami Ordinance 10032 (Section 18 110 of the City Code) pertaining to the implementation of a "First Source Hiring Agreement.": (Yes or No) Do you expect to create new positions in your company in the event your company was awarded a Contract by the City?
