A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE
REIMBURSEMENT TO THE SOUTHEAST OVERTOWN/PARK WEST
COMMUNITY REDEVELOPMENT AGENCY ("CRA"), IN ATOTALAMOUNT NOT
TO EXCEED $165,691, FOR COSTS RELATED TO THE PREPARATION AND
APPROVAL OF THE 2009 AMENDED AND RESTATED SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT PLAN ("PLAN");
ALLOCATING FUNDS FROM THE DEPARTMENT OF PLANNING "CFS-OTHER
CHARGES FOR SERVICES," ACCOUNT CODE NO.
10400.351000.449000.0000.00000 TO THE SEOPW "OTHER NON -OPERATING
SOURCES," ACCOUNT CODE NO. 10050.920101.489900.0000.00000.
WHEREAS, on February 11, 1988, the Miami City Commission adopted Resolution Nos. R-88-110
and R-88-111, approving a Master Development Order for the Southeast Overtown/Park West
Community Redevelopment Area; and
WHEREAS, the City of Miami's ("City") Planning and Zoning Department advised the Southeast
Overtown/Park West Community Redevelopment ("SEOPW CRA") to amend and restate the
Southeast Overtown/Park West Community Redevelopment Plan ("Plan"); and
WHEREAS, pursuant to Resolution No. SEOPW/CRA R-01-51, adopted May 21, 2001, as
amended by Resolution No. SEOPW/CRA R-01-105, adopted July 30,2001, the CRA engaged Dover,
Kohl & Partners and authorized funding in an amount not to exceed $165,691.00, to update the 1982
Southeast Overtown/Park West Redevelopment Plan ("Amended Plan"); and
WHEREAS, Dover, Kohl & Partners completed the Amended Plan in cooperation with the City's
Department of Planning and Zoning, other City departments and agencies, and with input from
stakeholders of the redevelopment area; and
WHEREAS, the Amended Plan addresses the requirements of Section 163.362, Florida Statutes,
including: general design standards, zoning and planning changes, land uses, demolition and removal
of structures, improvements, redevelopment, rehabilitation, and identification of funding through
possible public and or public/private partnerships; and
WHEREAS, Section 13-101 of the Code of the City of Miami, Florida, as amended ("City Code"),
authorizes reimbursement to the CRA for expenses incurred in the DRI/Master Plan Study and future
related studies; and
WHEREAS, pursuant to Resolution No. CRA-R-12-0006 adopted January 30, 2012, the CRA
Board of Commissioners authorized the Executive Director to request reimbursement in an amount not
to exceed $165,691.00 from the City for expenses incurred in preparation of the Amended Plan
pursuant to Article III. Southeast Overtown/Park West Development Supplemental Fee, Sec. 13-102 of
City of Miami

the City Code;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The recitals and findings set forth in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The reimbursement to the Southeast Overtown/Park West Community Redevelopment
Agency, in a total amount not to exceed $165,691, for costs related to the preparation and approval of
the 2009 amended and restated SEOPW Plan, is authorized, allocating funds from the Department of
Planning "CFS-Other Charges for Services" Account Code No. 10400.351000.449000.0000.00000 to
SEOPW "Other Non -Operating Source" Account Code No. 10050.920101.489900.0000.00000.
Section 3. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
