HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 12-01030 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT THE FOLLOWING GRANT ENTITLED: "THE FY 2011 SAFER GRANT", AWARDED BY THE UNITED STATES DEPARMENT OF HOMELAND SECURITY ("DHS") PREPAREDNESS DIRECTORATE, THROUGH ITS OFFICE OF GRANTS AND TRAINING, IN AN AMOUNT NOT TO EXCEED, $3,646,800, FOR THE 2011 STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT PROJECT AND FOR THE HIRING OF 25 NEW FIREFIGHTERS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, FOR ACCEPTANCE OF THE AWARD SUBJECT TO THE TERMS AND CONDITIONS OF THE GRANT APPLICATION. WHEREAS, in an effort to improve the City of Miami's ("City") compliance with the National Fire Protection Association ("NFPA") Standards, the Department of Fire -Rescue has a strong interest in increasing their number of firefighters to be assigned throughout the City's districts; and WHEREAS, on Friday, August 24th, 2012, the sixteenth (16th) round of the FY 2011 Staffing for Adequate Fire and Emergency Response ("SAFER") grants was awarded to 22 Fire Departments throughout the United States; and WHEREAS, since 2005, SAFER has awarded over a thousand grants totaling more than $500 million to fire departments across the country to help increase staffing of frontline firefighters; and WHEREAS, the SAFER grant is designed to assist fire departments to meet the minimum standards of the NFPA, increasing the cadre of firefighters and enhancing their ability to obtain 24 hour staffing, assuring their community has adequate protection from fire and fire -related hazards; and WHEREAS, this program will allow the City to increase the number of firefighters and assign them strategically throughout the City to enhance the quality of service to our community and to assist the City in improving their compliance with NFPA standards; and WHEREAS, SAFER grants are administered by the United States Department of Homeland Security ("DHS") Preparedness Directorate through its Office of Grants and Training, in cooperation with the United States Fire Administration, also within the Preparedness Directorate; and WHEREAS, the City's Department of Fire -Rescue ("Fire -Rescue") was awarded.the SAFER Grant and is requesting authorization to hire (25) new firefighters in accordance with the terms and conditions of the grant; and WHEREAS, the amount awarded to Fire -Rescue, in an amount not to exceed $3,646,800, is to be used for staffing; City of Miami Page 1 of 2 File Id: 12-01030 (Version: I) Printed On: 9/20/2012 File Number. 12-01030 WHEREAS, the term of the grant is November 30th, 2012 to November 29th, 2014; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized{1} to accept the FY 2011 SAFER grant, awarded to Fire -Rescue, by DHS Preparedness Directorate through its Office of Grants and Training, in an amount not to exceed $3,646,800, for the SAFER grant project for the hiring of twenty-five (25) new firefighters in accordance with the terms and conditions of the grant. Section 3. The City Manager is further authorized{1} to execute the necessary documents, for acceptance of the award, subject to the terms and conditions of the grant application. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS��/" JULIE O. BRU CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
