HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.rniamigov.com File Number: 12-01005 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING ("MOU"), WITH MIAMI-DADE COUNTY TO ALLOW FOR A COMPREHENSIVE OVERHAUL OF THE ENGINES AND GENERATORS FOR THE TWO (2) VESSELS PURCHASED AND OPERATED BY THE CITY OF MIAMI UNDER THE 2005 PORT SECURITY GRANT, PURSUANT TO RESOLUTION NO. 06-0198, ADOPTED APRIL 6, 2006, BY WHICH THE CITY OF MIAMI ACCEPTED A GRANT AWARD TO PURCHASE THE TWO VESSELS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE MOU AND ANY OTHER DOCUMENTS NECESSARY TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE MOU; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE FUTURE MOU(S) SHOULD ADDITIONAL FUNDING BECOME AVAILABLE FOR USE BY THE CITY OF MIAMI POLICE DEPARTMENT UNDER THIS FEDERAL GRANT PROGRAM. WHEREAS, the Miami -Dade County Police Department and the City of Miami Police Department provide 24-hour monitoring, patrolling, surveillance and security inspections (above and below the waterline) through the Port of Miami and the Port of the Miami River; and WHEREAS, pursuant to Resolution No. 06-0198, the City of Miami ("City") was awarded $742,270 from the United States Department of Homeland Security, under the Port Security Grant Program through Miami -Dade County ("County"), to purchase two vessels with specialized electronics; and WHEREAS, pursuant to the Memorandum of Understanding ("MOU"), the City will be provided with a comprehensive overhaul of the engines and generators of the two (2) vessels purchased and operated by the City under the 2005 Port Security Grant; and WHEREAS, these repairs and upgrades will be procured by the County, the recipient of the grant award; and WHEREAS, the overhaul for improved performance of these two (2) vessels will include, at a minimum, the cost of engine replacements and installation and generators for these two :(2) vessels; and WHEREAS, the upgrade may also include electronic and other enhancements to ensure that the vessels are properly equipped to maximize their effectiveness in security operations; and WHEREAS, the MOU does not require any local match; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Mianzi Page 1 of 2 File Id: 12-01005 (Version: 1) Printed On: 9/19/2012 File Number. 12-01005 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is authorized{1} to execute a MOU, in substantially the attached form, with the County to allow for a comprehensive overhaul of the engines and generators of the two (2) vessels purchased and operated by the City under the 2005 Port Security Grant, pursuant to Resolution No. 06-0198, adopted April 6, 2006, by which the City accepted a grant award to purchase the two vessels, and any other documents necessary to implement the acceptance and administration of the MOU. Section 3. The City Manager is further authorized{1} to execute future MOU(s) should additional funding become available for use by the Miami Police Department under this Federal Grant Program. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS JULIE O. BRU."--Gr' CITY ATTORNEY Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
