The Overtown Advisory Board/Overtown Community Oversight Board (OAB/OCOB) was
created via Ordinance 12858 amending Article XI of Chapter 2 of the City Code to encourage and
support housing, job creation, economic and business development, educational opportunities, and
historic and cultural preservation. The Board shall provide written recommendations to the City
Commission regarding activities, developments, and improvements within or substantially
impacting the residents of the Overtown Area.
The Overtown Community Oversight Board shall consist of 11 members (other than youth board
members), five of whom shall be elected and six of whom shall be appointed. In addition, there
shall be two youth members of the Overtown Community Oversight Board, one to be appointed by
the commissioner representing district five and one to be appointed by the Overtown Community
Oversight Board.
Pursuant to Sec 2-1052(c), an election was scheduled for August 21, 2012 for five (5) available
elected member seats on the OAB/OCOB. Five (5) individuals qualified as candidates for the five
available seats. Therefore, per City of Miami Code section 16-8, the election was not required and
the five (5) nominees listed below should thus be declared elected.
• Betty Clayton
• Derek Cole
• Ultrina Harris
• Fred Mims
• Andrea Rogers
Pursuant to Miami Code Section 2-1052(e), the City Commission at large must ratify the elected
individuals to be appointed as members of the OAB/OCOB. For your convenience, we are
including certification and declaration of election results, and a copy of the current membership
of said board. By copy of this memorandum to the Agenda Office, we are requesting that this
issue be placed on the September 27, 2012 Commission agenda.
