Date: 8/09/2012 AGENDA ITEM SUMMARY FORM FILE ID: 161- 00g!fq Requesting Department: Fire -Rescue Commission Meeting Date: 9/27/2012 District Impacted: ALL Type:" ® Resolution ❑ Ordinance ❑ Emergency Ordinance ❑ Discussion Item ❑ Other Subject: RFP 289267 Medical Direction Services for EMS Purpose of Item: Law Department Matter ID No. 12-199 A Resolution of the Miami City Commission accepting the recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to Request for Proposals ("RFP") No. 289267, that The Public Health Trust of Miami -Dade County d.b.a Jackson Health System, is the highest -ranked firm, in the best interest, and most advantageous to the City of Miami to provide Medical Direction Services for EMS, for the Department of Fire -Rescue, authorizing the City Manager to negotiate and execute a Professional Services Agreement ("PSA"), in substantially the attached form, for a period of three (3) years, with the option to renew for two (2) additional two (2) year periods, allocating funds from the various sources of funds of the user department, 'subject to availability of funds and budgetary approval at the time of need; Further authorizing the City Manager, should negotiations fail with the highest ranked firm, to negotiate and execute a PSA with the second -highest ranked firm, Inphynet South Broward d/b/a TeamHealth Southeast, after consultation with the City Attorney, for the same term as stated above, allocating funds from the various sources of funds of the user department, subject to the availability of funds and budgetary approval at the time of need; Further authorizing the City Manager, should negotiations fail with the second -highest ranked firm, to reject all proposals and reissue an RFP solicitation. Director Chief City Manager Dona 1 nf') Subject: RFP 289267 Medical Direction Services for EMS Background Information (Continued): The City of Miami must have a Medical Director for its Emergency Medical Services (EMS) in order to provide such services to the community, pursuant to Florida Statute § 401.265. These services include, but are not limited to, providing a Medical Director who is qualified to practice medicine with the selected firm and provide the required services. On March 23, 2012, the City issued Request for Proposals ("RFP") No. 289267 seeking Proposals to secure a broad range of medical direction services for EMS. The Evaluation Committee, appointed by City Manager, evaluated the responsive proposals received, in response to the City's RFP, and ranked The Public Health Trust of Miami -Dade County d/b/a Jackson Health System as the highest -ranked firm and Inphynet South Broward d/b/a TeamHealth Southeast as the second -highest ranked firm to provide said services. Based on the findings and recommendation of the Evaluation Committee, and approval by the City Manager, it is recommended that the Miami City Commission accept the recommendation of the City Manager approving the findings of the Evaluation Committee and authorize the City Manager to negotiate and execute a Professional Services Agreement ("PSA"), in substantially the attached form, with The Public Health Trust of Miami -Dade County d/b/a Jackson Health System for a period of three (3) years, with the option to renew for two (2) additional two (2) year periods, allocating funds from the various sources of funds of the user department, subject to the availability of funds and budgetary approval at the, time of need.
