Chief Administrator/City Manager Hugo Rodriguez, Assistant Fire Chief Chairperson Eva anon Co ittee DATE: SUBJECT: REFERENCES: ENCLOSURES: May 9, 2012 FILE : Recommendation of Evaluation Committee for RFP 289267 Medical Direction Services for EMS As Chairperson of the Evaluation Committee ("Committee") for the above services for the City of Miami, it is my responsibility to offer the findings and recommendation of the Committee. On March 1, 2012, the City issued RFP 289267 for the selection of a qualified firm to provide Medical Direction Services for the Emergency Medical Services of the Department of Fire -Rescue. On March 23, 2012, three (3) Proposals were received and one (1) of the Proposals was deemed non -responsive. The Evaluation Committee ("Committee"), appointed by the City Manager, was comprised of the following individuals: 1. Chief Hugo Rodriguez, Assistant Chief, Emergency Response Division, City of Miami Fire -Rescue 2. Chief Bruce Oestreich, EMS Chief, City of Miami Fire -Rescue 3. Chief Salvatore Frosceno, Rescue Division Chief, Hialeah Fire Depart<ent 4. Chief Raymond Morris, EMS Division Chief, Miami Beach Fire Department 5. Captain John Curry, EMS Coordinator, Coral Gables Fire Depaitruent. The Evaluation/Selection Committee ranked the fuzes as follows: 1. The Public Health Trust of Miami -Dade County / Jackson Memorial Hospital (Total Points: 469) 2. Inphynet South Broward d/b/a TeamHealth Southeast (Total Points: 421) The Evaluation/Selection Committee reviewed, scored, and ranked the proposals submitted by all firms listed above and recommends the City enter into contract negotiations with the highest ranked firm, The Public Health Trust of Miami -Dade County / Jackson Memorial Hospital. The Evaluation/Selection Committee further recommends that should contract negotiations fail with the highest ranked fuiu, that the City enter into contract negotiations with the second highest ranked firer, Inphynet South Broward d/b/a TeamHealth Southeast. If negotiations fail with the second highest ranked firm, the Evaluation Committee recommends that all proposals be rejected and that a new RFP be issued. Upon successful contract negotiations, the recommendation from the City Manager to the City Commission seeking permission to authorize and execute a Professional Services Agreement will be presented at the next available meeting.
