A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO
ACCEPT A REIMBURSEMENT GRANT FROM THE SOUTH FLORIDA WORKFORCE
INVESTMENT BOARD ("SFWIB"), IN THE AMOUNT OF S1,488.206, FOR PROGRAMMATIC
AND OPERATING EXPENDITURES AND S790,042 FOR A JOB TRAINING PROGRAM. FOR A
TOTAL AMOUNT OF $2,278,248, FOR THE ESTABLISHMENT OF A NEW ONE STOP
WORKFORCE CENTER ("CENTER") AT THE LINDSEY HOPKINS EDUCATIONAL FACILITY
("FACILITY"), AND A REIMBURSABLE GRANT FROM SFWIB IN THE AMOUNT OF $50.000,
FOR THE RENOVATION AND IMPROVEMENTS TO THE FACILITY; FURTHER AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH SFW!B AND TO
EXECUTE ALL OTHER NECESSARY DOCUMENTS, AFTER CONSULTATION WITH THE CITY
ATTORNEY, TO IMPLEMENT THE ACCEPTANC>:, OF AND COMPLIANCE WITH THE GRANT
AWARDS: FURTHER AUTHORIZING THE ALLOCATION OF FUNDS IN AN AMOUNT NOT TO
EXCEED $50.000. FROM THE SPECIAL REVENUE FUND ENTITLED "ACCESS MIAMI" TO
UNDERWRITE EXPENSES RESULTING FROM THE ESTABLISHMENT AND OPERATION OF
THE CENTER NOT COVERED UNDER THE GRANTS; AND FURTHER A1,.THOR7ING UP TO
THIRTY (30) GRANT FUNDED POSITIONS IN THE OFFICE OF GRANTS ADMINISTRATION
AND SUSTAINABLE INITIATIVES.
WHEREAS. according to the United States Bureau of Labor Statistics, the unemployment rate for the City of Miami
("City") was determined to be at 11.8° as ofJune 201 I: and
WHEREAS, the Mayor and City Commission seek to take proactive steps to counter this lagging employment indicator
and alleviate the hardship experienced by many of the City residents; and
WIII• REAS, the Mayor and City Commission Eck to establish a new comprehensive workforce center and bring added
employment and training resources to the cotnrnunity: and
WHEREAS, the South Florida Workforce investmett_ Board ("SI'WIB") seeks to partner with the City to establish a new.
Onc-Stop Workforce Career Center ("Center") and has awarded the City a reimbursement gent, in the amount of $1,4.88,206
for the Center's operational and administrative expenditures and S790,042 for a job training program, totaling S2 278.2,18, for a
period commencing with the grant acceptance and ending July 31, 2012, with the option to reocu. for two (2) additional one
(1) year terms on the same teams: and

Section 1. The recitals and findings contained in the .Preamble to this Resolution are adopted by rei'erence and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized{ 1) to accept a reimbursement grant from SEW1B, in the amount of
S 1.488.206 for the Center's operational and administrative expenditures and S790,042 for a. job training programtotaling
S2 278.248. for a penod commencing with the grant acceptance and ending July 31, 2012. with the option to renew for two (2)
additional one (1) year terms on the same terns.
Section 3. The allocation of funds. in an amount not to exceed S50.000. front the Special Revenue Fund entitled
"ACCESS Miami" to underwrite expenses not covered by the Crams resulting from the establishment and operation of the
Center, is authorized.
Section 4. The City Manager is further authorized y i J to accept a reimbursement grant front SFW31>. in the amount of
S50.000 for the improvements and renovation of the Facility.
Section 5. The City Manager is authorized i 1; to negotiate and execute all agreements_ amendments and documents
necessary for said purpose. in a font acceptable to the City Attorney. and establish the operation and administration of -the
new Center.
Section 6. Up to thirty (30) grant funded positions in the Oiic e of Grants Administration and Sustainable initiatives.
