A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT ENTITLED: "FISCAL YEAR 2012 - DEPARTMENT
OF HOMELAND SECURITY FEDERAL EMERGENCY MANAGEMENT AGENCY
("FEMA"), URBAN SEARCH & RESCUE COOPERATIVE AGREEMENT," AND
APPROPRIATING FUNDS, IN AN AMOUNT NOT TO EXCEED $1,287,608,
CONSISTING OF A GRANT FROM FEMA TO BE USED BY THE DEPARTMENT
OF FIRE -RESCUE TO ACQUIRE EQUIPMENT, TRAINING, SUPPORT,
ADMINISTRATIVE AND PROGRAM MANAGEMENT, EQUIPMENT CACHE
PROCUREMENT, MAINTENANCE AND STORAGE; AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY
IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF SAID
G RANT.
WHEREAS, the City of Miami ("City") has been awarded a grant, in an amount not to exceed
$1,287,608, from the Department of Homeland Security, Federal Emergency Management Agency
("FEMA"); and
WHEREAS, pursuant to grant stipulations, said funds will be used by the Department of
Fire -Rescue for the acquisition of specialized equipment, provide training, management, and
administration of the South Florida Urban Search and Rescue ("USAR") Program; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept said
grant and to establish a special revenue project for the appropriation of said grant award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

RESOURCES: FEMA $1,287,608
APPROPRIATIONS: $1,287,608

Section 3. The City Manager is authorized{1} to execute the necessary documents, in a form
acceptable to the City Attorney, in order to implement the acceptance and administration of said grant
award.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
