A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RESPONSES RECEIVED JUNE 19, 2012, PURSUANT TO
REQUEST FOR QUALIFICATIONS ("RFQ") NO. 320284, TO PROVIDE SPECIAL
MASTER SERVICES FOR THE DEPARTMENT OF PLANNING, ON A CITYWIDE,
AS -NEEDED CONTRACTUAL BASIS; APPOINTING TWO (2) PRE -QUALIFIED
SPECIAL MASTERS, AS LISTED ALPHABETICALLY IN "EXHIBIT A,'' ATTACHED
AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM, FOR AN INITIAL PERIOD OF TWO (2) YEARS, WITH OPTIONS TO
RENEW FOR TWO (2) ADDITIONAL ONE (1) YEAR PERIODS; ALLOCATING
FUNDS FROM THE VARIOUS SOURCES, SUBJECT TO BUDGETARY APPROVAL
AT THE TIME OF NEED; FURTHER AUTHORIZING, IN ACCORDANCE WITH THE
RFQ, THE ABILITY TO ADD QUALIFIED SPECIAL MASTERS TO THE CONTRACT
WHEN DEEMED IN THE CITY OF MIAMI'S BEST INTEREST, SUBJECT TO CITY
COMMISSION APPROVAL.
WHEREAS, pursuant to Section 2-811 of the Code of the City of Miami, Florida, as amended
("City Code"), Special Masters are appointed by the City Commission, or pursuant to City Commission
authorization, to preside over the Code Enforcement and other similar hearings and proceedings in
accordance with the City Code in the same capacity as the Code Enforcement Board and other similar
boards; and
WHEREAS, the City Manager shall appoint the Special Master(s) who shall possess
outstanding reputations for civic pride, interest, integrity, responsibility and business or professional
ability, and have significant knowledge of the City Code enforcement matters and other similar matters
in accordance with the City Code;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The responses received June 19, 2012, pursuant to Request for Qualifications ("RFQ")
No. 320284, to provide Special Master services for the Department of Planning, on a Citywide,
as -needed contractual basis, are accepted.
Section 2. Two (2) pre -qualified Special Masters, as listed alphabetically in "Exhibit A," attached
and incorporated, are appointed..
Section 3. The City Manager is authorized{1} to execute a Professional Services Agreement, in
substantially the attached form, for an initial period of two (2) years, with options to renew for two (2)
additional one (1) year period, with funds allocated from the various sources, subject to budgetary
approval at the time of need.

Section 4. In accordance with the RFQ, the ability to add qualified Special Masters to the contract
when deemed in the City of Miami's best interest, is authorized, subject to City Commission approval.
Section 5. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
