References: Enclosures: Supporting Documentation; Resolution BACKGROUND: The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") authorizes the purchase of property at 224 NW 16th Street, Miami, Florida, 1900 NW 2r'd Court, Miami, Florida, and 1624 NW 1st Court, Miami, Florida for an amount riot to exceed $570.000, plus customary closing costs, adjustments, and prorations. This Resolution also authorizes the acceptance of property at 1611 NW 3rd Avenue, Miami, Florida from the City of Miami, subject to any restrictions deemed necessary by the City in connection with the conveyance of said property. The current owner of property at 224 NW 161h Street, Miami, Florida, 1900 NW 2nd Court, Miami, Florida, and 1624 NW 15tCourt, Miami, Florida anticipated that said property would be developed for an affordable housing project. To achieve this, the City of Miami's Department of Community Development agreed to provide funding to the aforementioned owner from the State Housing initiatives Partnership Program (SHIP) for the acquisition of said property and construction costs associated with the affordable housing project. Notwithstanding, the owner of the property has been unable to complete the project and has agreed to sell the property to the CRA. The City has requested that the CRA purchase the property from the owner in order to further the development of the project, and has agreed to reimburse the CRA for costs associated with the purchase of the property. Additionally, the City has also agreed to convey property at 1611 NW 3rd Avenue, Miami, Florida to enable the CRA to develop additional housing units. JUSTIFICATION: Section 163.370(2)(e), Florida Statutes, permits the acquisition of real property, together with any improvements thereon. Section III, subsection 4, at page 97 of the 2009 Southeast Overtown/Park West Community Redevelopment Plan ("Plan") provides for land acquisition to support the implementation of redevelopment projects, goals and objectives set forth in the Plan. Section 2, Goal 3/Principles 2 and 3, at pages 12 and 14, of the Plan also lists creating infill housing, and developing a variety of housing options as stated redevelopment goals. FUNDING: $570,000.00 from SEOPW Tax Increment Fund entitled, "Land" Account Code Number 10050.920101.661000.0000.00000.
