A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE EXPENDITURE OF FUNDS, IN AN AMOUNT NOT TO
EXCEED $4,600,000, FOR STREETSCAPE IMPROVEMENTS ALONG N.W. 14TH
STREET, FROM THE FLORIDA EAST COAST RAILWAY TRACKS
(APPROXIMATELY N.W. 1ST AVENUE) WEST TO N.W. 7TH AVENUE, MIAMI,
FLORIDA, AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE SAID
FUNDS, AT HIS DISCRETION, DIRECTLY TO PROJECT VENDORS SELECTED
BY THE CITY OF MIAMI, OR TO AUTHORIZE THE CITY OF MIAMI TO ISSUE
PURCHASE ORDERS TO VENDORS, PROVIDED THAT COMPLIANCE WITH ALL
APPLICABLE RULES AND REGULATIUONS GOVERNING THE AWARD OF
CONTRACTS TO SAID VENDORS HAS BEEN DEMONSTRATED; PROVIDING
THAT THE CRA SHALL MAINTAIN NONSTANDARD UPGRADES INSTALLED AS
PART OF THIS PROJECT; AND REQUESTING THAT THE CITY OF MIAMI WAIVE
ALL ADMINISTRATIVE FEES ASSOCIATED WITH THIS PROJECT AS ITS IN -KIND
CONTRIBUTION; ALLOCATING FUND FROM SEOPW TAX INCREMENT FUND,
"CONSTRUCTION IN PROGRESS," ACCOUNT CODE NO.
10050.920101.670000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is
responsible for carrying out community redevelopment activities and projects within its Redevelopment
Area in accordance with the Redevelopment Plan; and
WHEREAS, Section 2, Goal 6/Principle 10, at pages 11 and 16 lists "Dimproving the quality of life
for residents," and [s]treets ... must be attractive," as stated redevelopment goals; and
WHEREAS, 14th Street, Miami, Florida, serves as a main corridor between the Southeast
Overtown/Park West and Omni Redevelopment Areas; and
WHEREAS, the Board of Commissioners of Omni Redevelopment District Community
Redevelopment Agency, by Resolution No. CRA-R-05-0052, passed and adopted on December 15,
2005, authorized the expenditure of funds for streetscape improvements along Northeast 14th Street
within the Omni Redevelopment Area; and
WHEREAS, the CRA wishes to provide a consistent "look" along the 14th Street corridor by
extending the streetscape improvement project west of the Florida East Coast Railway tracks to
Northwest 7th Avenue within the Southeast Overtown/Park West Redevelopment Area; and
WHEREAS, the Board of Commissioners wishes to authorize the expenditure of funds, in an
amount not to exceed $4,600,000, for streetscape improvements along Northwest 14th Street, from
the Florida East Coast Railway tracks (approximately Northwest 1st Avenue) west to Northwest 7th
Avenue, Miami, Florida;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated herein as if fully set forth in this Section.
Section 2. The expenditure of funds, in an amount not to exceed $4,600,000, for streetscape
improvements along Northwest Fourteenth Street, from the Florida East Coast Railway tracks
(approximately Northwest First Avenue) west to Northwest Seventh Avenue, Miami, Florida is
authorized.
Section 3. The Executive Director is authorized to disburse said funds, at his discretion, directly to
project vendors selected by the City of Miami, or to authorize the City of Miami to issue purchase
orders to vendors, provided that compliance with all applicable rules and regulations governing the
award of contracts to said vendors has been demonstrated.
Section 4. The CRA shall maintain nonstandard upgrades installed as part of this project.
Section 5. The City of Miami is requested to waive all administrative fees associated with this
project as its in -kind contribution and the Executive Director is directed to transmit this request to the
City Manager for appropriate action.
Section 6. Funds to be allocated from SEOPW Tax Increment Fund, "Construction in Progress,"
Account Code No. 10050.920101.670000.0000.00000.
Section 7. This resolution shall become effective immediately upon its adoption.
