Executive Summary
Existing Conditions
The property is located on N. Miami Avenue just north of N.W. 11`h Street, in downtown
Miami, Florida. The lot is 6,750 sqft. On it sits a 2 story, 9,100 sqft vacant building
as well as a two-sided commercial advertising billboard. It is currently zoned Special
Overlay District 16.1, which allows for residential and commercial uses.

The property's downtown location makes it very central. It sits just south of I-395,
making it extremely visible to tens of thousands of drivers each day. Being the primary
highway to get to and from South Beach from Miami International Airport, I-395 is
traveled by many tourists as well.

Proposed Plan
The owner plans to renovate the building according to a set of sustainable building
standards called The Leadership in Energy and Environmental Design (LEED) Green
Building Rating System. LEED is the nationally accepted benchmark for the design,
construction, and operation of high performance green buildings. LEED gives building
owners and operators the tools they need to have an immediate and measurable impact
on their buildings' performance. LEED promotes a whole -building approach to
sustainability by recognizing performance in five key areas of human and environmental
health: sustainable site development, water savings, energy efficiency, materials
selection, and indoor environmental quality.
The goal is to create not only a LEED Certified building in function, but to make it a
showpiece as well. It shall serve to raise awareness for all that pass and hopefully
inspire them to do the same. This shall be achieved by creating a design that is visible
and recognizable by as many people as possible. Because of the height of the structure
and where it is situated, the best way to do this is by bringing attention to the roof and
the exterior. This is most effectively done in three ways:
1. Create a unique garden/green roof that adds to the LEED viability of the
building while at the same time is visually striking.
2. Install solar panels on the roof that add to the LEED viability of the building
while also bringing added attention.
3. Take advantage of the existing billboard structure to advertise Sustainable
Building in a way that stresses that it is a priority for the City of Miami,

While adhering to these three main design goals for the exterior to help raise public
awareness, the plan for the interior is to build 14 commercial units to help bring design
oriented professionals to the area. The plans will be designed and executed by a LEED
Accredited Architect. For the preliminary schematic design please see EXHIBIT A.
Park West is an area currently made up mostly of industrial warehouses, nightclubs, and
homeless people. One of the goals of the project is to bring more live bodies into the
area during the daytime hours. In doing so, the hope is to jumpstart commercial
interest in the area as a whole. As of now, there are Letter's of Intent to lease from
three artists, a development firm, and an architectural firm. There is also significant
interest from a legal office and a record store.
Request for Financial Assistance
Due to the nature and extent of the project, the owner would like to request a certain
level of participation from the City of Miami. The request is that in exchange for the
owner's full build -out of the interior per attached plans or the like, and a LEED Silver
Rating guarantee, the City shall pay for the exterior work related to garnering added
public interest; more specifically the garden roof/exterior design and the solar panels. If
the City could use its influence to help convince FPL to participate by providing the solar
panels in lieu of purchasing them, that would be equivalent.
After obtaining a few preliminary bids, it is estimated that the exterior work will be in the
$500K range while the interior will be the same. Upon preliminary approval by the
Sustainable Initiatives Office and the CRA, the owner will put together a final design,
including a full set of bids for each trade.
