Miami for the Police Visibility Program

BACKGROUND:
It in recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant,
in an amount not to exceed Five Hundred Thousand Dollars ($500.000), to the City of Miami, to underwrite costs
associated with a Police Visibility Program within the Omni Redevelopment Area.
In 2008 the CRA Board of Commissioners approved Three Hundred Forty Three Thousand Three Hundred
Ninety Two Dollars ($343.392) for this Police Visibility Program. In 2010 the CRA Board of Commissioners
approved Five Hundred Thousand Dollars ($500,000) for this Police Visibility Program.
The City ofMiami Police Department seeks additional funding to continue its Police Visibility Prognam, first
introduced tnthe Redevelopment Area inApril 20O8.
JUSTIFICATION:
Section 44. D, at page 42 of the 2009 Omni Redevelopment Plan lists the elimination of conditions which
contribute boblight ooestated redevelopment objective.
Pursuant to Florida Statute Chapter 103.370(2)(n). the CRA has the power to develop and implement
community policing innovations with the objective of remedying slum and blighted areas and the causes thereof,
within the Redevelopment Area.
The Visibility PrVgnam, an innovative community policing plan, provides enhanced police services including
increased poho|a, special operatinns, traffic debai|a, criminal sweeps, prostitution debai|s, and undercover
narcotics details,
The Visibility Program aide law enforcement in effectively serving the Redevelopment Area and improving the
quality oflife for area residents.
This Resolution carries out the objectives of the Omni Redevelopment Plan.
