Chief Fire Officer, Captain and Lieutenant Examination Processes Purpose of Item: A Resolution of the Miami City Commission, accepting the recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to Request for Proposal ("RFP") 316283, to provide and administer the promotional examination processes for the classification of Chief Fire Officer, Captain and Lieutenant. Further, authorizing the City Manager, after consultation with the City Attorney, to negotiate and, execute a professional services agreement, in substantially the attached form, with EB Jaco Sj(LL, for a period of four (4) years with the option to renew for two (2) additional two (2) year periods. Allocating funds from the various sources of funds of the user department, subject to availability of funds and budgetary approval. Background Information: The City of Miami Department of Human Resources is in need of securing a contract to .provide and administer the promotional examination processes for the classification of Chief Fire Officer, Captain and Lieutenant. Request for Proposals No. 316283 was issued on May 21, 2012 to secure a provider to perform these Services. As required by the City's Procurement Code, the RFP was advertised and issued online. On June 13, 2012, a total of four (4) proposals were received, of which one (1) was deemed non-responsive•..for their failure to conform to the requirements of the formal solicitation. Based on the evaluation of the Proposals by the Evaluation Committee, and approved by the City Manager, it is recommended that the City Commission accept the findings of the Committee and authorize the City Manager, after consultation with the City Attorney, to negotiate and execute a Professional Services Agreement ("PSA"), in substantially the attached form, with the highest ranked firm, EB Jacobs, LLC.
